GENERAL SUMMARY:
Directs and oversees activities of personnel engaged in commuter rail and railroad management for Dallas Area Rapid Transit's (DART) Commuter Rail and Railroad Management Department

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs, oversees, and has ultimate responsibility for DART developing and operating a safe, reliable, and cost effective commuter rail service to include increasing ridership on DARTs commuter rail services, managing the railroad corridors for future transit use and generating maximum income from the corridors, and for personnel and contractors engaged in commuter rail and railroad management activities.
  2. Provides direct, day-to-day support of departments activities.
  3. Serves as DARTs representative on regional commuter rail committees and groups and with area and regional freight railroads.
  4. Establishes and secures approval of goals and policies for department.
  5. Understands, executes, enforces, and recommends changes to policies and procedures. Reviews and approves policies and procedures developed for divisions within department in accordance with established policies, procedures and guidelines.
  6. Interviews, selects, develops, evaluates, counsels, develops PMP objectives and if necessary, terminates subordinate personnel.
  7. Develops, submits for approval, and monitors department budget.
  8. Prepares a variety of reports for management and Board review.
  9. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree in Business Administration, Transportation or related field.
  2. Fourteen (14) years progressively responsible experience in rail transportation and rail road management functions to include seven (7) years directing a professional staff involved in a transportation environment.
  3. Knowledge of Federal Railroad Administration rules and regulations.
  4. Ability to see ahead clearly; can anticipate future consequences and trends accurately; can create competitive and breakthrough strategies and plans.
  5. Ability to build effective teams; defines success in terms of the whole team.
  6. Knowlegeable in current and possible future policies, practices, trends, technology and information affecting his/her business and organization.
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  8. Ability to make good decisions based on a mixture of analysis, wisdom, experience and judgment.
  9. Ability to communicate a compelling and inspired vision or sense of core purpose; makes the vision sharable by everyone.
  10. Ability to manuver through complex political situations effectively and quietly;sensitive to how people and organizations function.
  11. Ability to be effective in a variety of formal presentations settings;is effective both inside and outside the organization.
  12. Valid Texas CDL drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.

REPORTING RELATIONSHIP:
Reports to Transit Center Supervisor *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
