GENERAL SUMMARY:
Manages the resources and activities of contractors involved in railroad bridge engineering, maintenance and repair. Manages signals, safety, facilities design, inspection, and construction, maintenance and repair activities of the commuter rail track and right of way for Dallas Area Rapid Transit and the Fort Worth Transportation Authority doing business as Trinity Railway Express. Oversees projects and contracts totaling $20,000,000 annually.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops, implements and manages programs, procedures, and standards for the Trinity Railway Express corridor interfacing with agencies staff and contractors representing railroad bridge engineering, maintenance of way, construction, signal, operations and safety issues.
  2. Defines, upholds and directs standards (i.e. AREMA, and FRA) for engineering, maintenance of way, construction and signal activities that impact the TRE corridor.
  3. Manages the activities of the maintenance of way contractor for the TRE corridor.
  4. Develops work schedules for projects including preventative maintenance, repair, and upgrade.
  5. Acts as the interface point for engineering efforts with DART and FWTA staff/consultants, freight railroads, municipalities, utilities, and other local and state organizations.
  6. Develops budgets and estimates for projects; monitors budget and contract contingencies throughout life of project.
  7. Oversees implementation and performance on all major capital construction activities impacting the TRE corridor.
  8. Performs various duties to include responding to emergency conditions including coordination with contractors.
  9. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree in Structural or Civil Engineering or related field.
  2. Nine (9) years progressively responsible experience in structural engineering and construction railroad projects, contracts, maintenance of way activities (including signals) of railroad operating rules.
  3. Six (6) years of experience supervising staff or consultants involved in engineering, construction or maintenance of way activities.
  4. Must be capable of developing complex project cost estimates including planning, engineering, design, construction, testing, oversight, and commissioning.
  5. Must be familiar or can become familiar within six (6) months with Federal Railroad Administration (FRA) rules 49 C.F.R. Parts 213, 214, 225, 233, 234, 235, and 236.
  6. Experience with bridge engineering, forces and stresses in bridges and bridge components, safe loading conditions, inspection and maintenance procedures and design repairs and modifications to bridges.
  7. Must be registered as a Professional Engineer (PE) from the State of Texas.
  8. Must have a high level of analytical skills to find solutions to difficult and complex technical, financial, and administrative problems.
  9. Must posses substantial interpersonal skills, to include communication, writing and presentation skills, to effectively communicate with all levels of supervisory and non-supervisory employees, contractors, consultants, government entities, freight railroads, DART and T Board of Directors, and others both inside and outside of the two agencies
  10. Must have a valid Texas Class A, B, or C Drivers License, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty six (36) consecutive months in order to operate DART or FWTA vehicles.
  11. Ability to demonstrate a fiduciary obligation to section, division, department and DART and FWTA in handling materials and information of a confidential nature.
  12. Must attend, pass and maintain a current roadway worker protection status.
  13. Light physical ability to be mobile and occasionally, 15-25% of work time; lift objects weighing 5-30 pounds such as files, books, computer binders, and plans. Must be able to traverse diverse terrain typically found on or near an operating railroad or construction site.
  14. Operates DART non-revenue vehicles as required.

REPORTING RELATIONSHIP:
Reports to AVP Operations Technology *

WORKING CONDITIONS:
Works in a variety of working environments. Approximately 40% of the time works in a normal office environment where there is minimal exposure to dust, noise or extreme temperatures. Approximately 60% of the time works in a field environment which could involve unpleasant working conditions such as working near fast moving trains, dust, noise, temperature, weather, petroleum products and chemicals while visiting DART and TRE operating facilities. All incumbent exposures will be controlled through adhering to all policies and procedures, which include safety precautions, regulations and the use of personal protective equipment.
