GENERAL SUMMARY:
The Programmer Analyst creates and maintains custom applications, programs, routines and reports for Dallas Area Rapid Transit (DARTs) Information Management section. The Programmer Analyst leads new development projects from concept through deployment and provides 24x7 support for the production systems to which they have been assigned. The Programmer Analyst ensures consistent product and data quality through the use of standards and applicable best practices. The Programmer Analyst remains current on web and mobile device development tools, techniques and trends for the continuous improvement of the Technology department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Collects, analyzes and documents business and system requirements.
  2. Designs,develops and maintains solutions based on approved requirements for Customer Communications program and the Business Intelligence environment
  3. Develops user interfaces to automate and centralize data collection processes.
  4. Defines and documents test plans and scenarios for unit, system/integration, performance, and stress/load testing and facilitates user acceptance testing to ensure a high level of product quality
  5. Assist Cognos Developers with reports, ETL development and data cleansing routines
  6. Develops reports with Crystal reports in addition to provide support and subject matter expertise to Crystal Reports users
  7. Maintains and administers the Crystal Report repository
  8. Follows the standards and procedures of the department
  9. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Computer Science, Information Systems, Business or a related field.
  2. Five (5) or more years in application/software development role.
  3. Three (3) or more years experience with the following technologies: VBScript, VB.Net, C#, Java, VBScript, JavaScript, HTML, XML, ASP, ASP.NET,
  4. Experience with UDDI, SOAP, SAML, Web Services, WSDL, IIS, Apache Tomcat,
  5. Experience developing mobile applications for iOS, and Android operating systems.
  6. Ability to write complex SQL statements in Oracle and MS SQL Server environments including PL/SQL and TSQL scripting.
  7. Knowledge of relational databases, RDBMS systems and the ability to understand data models, diagrams, and data relationships between application systems.
  8. Ability to use time effectively and efficiently.
  9. Ability to communicate complex concepts and ideas, verbally and in writing, in a matter that is clear, concise and understandable.
  10. Ability to meet the expectations and requirements of all customers. Establishes and maintains effective relationships and gains their trust and respect.
  11. Ability to understand and apply sound logic to technical problems. Solves issues by utilizing successes and failures of prior problems.
  12. Able to bring the creative ideas of others to market through identifying possible technical applications. Can project how potential ideas may play out in the marketplace.
  13. Proficient in the use of MS Office.
  14. Familiarity with reporting tools like Crystal Reports.

REPORTING RELATIONSHIP:
Reports to Sr Mgr Transit IT Systems *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
