GENERAL SUMMARY:
Performs and supervises technical activities associated with short and mid-range transit service planning and implementation, including developing, implementing and monitoring the performance of transit routes and services. Supervises the work of professional and technical staff and manages consultant assisted efforts in the development of traditional and innovative transit service delivery in a multi-modal environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Conducts research, performs analyses, and designs and implements new, revised and modified transit service based on the application of DART¿s Service Standards, research findings, planning studies, operational factors, and budgetary considerations.
  2. Supervises and provides ongoing mentoring and training of Service Planning staff members to improve their technical capabilities in planning, analysis and service design. Encourages professional development and facilitates staff development through the performance management process;
  3. Provides quality control and system-level review of service change recommendations from Service Planning staff;
  4. Maintains knowledge of multi-modal bus, rail and paratransit services as well as knowledge of innovative service strategies and develops related experimental programs (particularly in non-fixed route approaches to service);
  5. Assists in the development and modification of DART¿s Service Standards;
  6. Prepares and delivers presentations of Service Planning projects and coaches Service Planning staff in the preparation and delivery of presentations to community groups, stakeholders, agency staff and management and to the Board of Directors;
  7. Ensures that all planning-related complaints or comments are appropriately handled in a timely manner;
  8. Reviews and coordinates Service Planning staff reviews of public timetables, Rider Alerts, and route and service related communication and promotional materials.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelor¿s degree from an accredited college or university in Planning, Geography,Transportation , Statistics, Quantitative Methods, or a related field; a Master¿s degree is preferred;
  2. Eight years of progressively responsible service planning and route design experience a of which two years must have been in a supervisory capacity; demonstrated understanding of bus and rail scheduling preferred.
  3. Comprehensive knowledge of transportation planning, FTA regulations, and management principles and practices; knowledge and experience using transit fare data, automated passenger count data, and Census data in a planning capacity. experience performing comprehensive operational analysis (COA) of transit services preferred;
  4. Demonstrated ability to supervise professional staff and manage consultants;
  5. Proficiency in quantitative methods, including statistical analysis and survey design; geospatial analysis using ARCGIS, Transcad or similar software; knowledge and experience with transit related Title VI analysis; strong skills in the utilization of various computer software programs such as Word and Excel; experience in the use of Trapeze FX (scheduling) software preferred;
  6. Demonstrated ability in project management techniques applicable to transit planning projects and working under stringent deadlines;
  7. Demonstrated ability to communicate orally and in written form in a clear and concise manner;
  8. Ability to establish and maintain effective working relationships with employees, management and the general public, including those from culturally diverse backgrounds, the elderly, persons with disabilities and/or other vulnerable populations.

REPORTING RELATIONSHIP:
Reports to Dir Srv Plan Research&Analysis*

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
