GENERAL SUMMARY:
This position is responsible for the management of highly complex transportation planning studies at the system, corridor, and project level frequently serving as the team leader. Develops work programs, prepares RFPs for professional services, selects and manages consultants and DART staff in executing project tasks, schedules, and budgets. Develops and implements agency, community, and public involvement programs in coordination with local, state, and federal agencies. Ensures full compliance with federal, state, and local regulations and DART Board policy. Prepares and presents technical and public information reports. Presents study results to DART Board and regional policy makers. Serves as a liaison between community officials and DART Board of Directors to ensure local agency issues and concerns are addressed as part of project planning, engineering and construction.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Acts as project manager for system planning studies, corridor planning projects, and facility planning studies. Tasks typically include environmental impact analysis, alternative analysis, and preliminary engineering.
  2. Oversees and assists other Project Managers with project strategy and management.
  3. Performs technical analyses; interprets technical data and makes presentations to the Board and elected officials.
  4. Provides contract management duties overseeing the work of contractors/consultants. Evaluates and counsels consultant staff on work performance and task objectives.
  5. Provides guidance in the development, interpretation and application of DART policies and procedures.
  6. Develops and monitors portions of department work program and transportation planning projects.
  7. Reviews data adequacy, approval of methodologies, compliance with project budgets, schedules, and quality control of work program and work products.
  8. Analyzes and uses results from travel demand forecasting model, spreadsheets, and other databases.
  9. Prepares a variety of technical reports, responds to inquiries, and develops surveys and other data collection methods as needed.
  10. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree in Urban Planning, Transportation/Transportation Planning, Transportation Engineering or a related field.
  2. Ten (10) years progressively responsible rail transit planning experience especially LRT, commuter rail or streetcar, including six (6) years directing and overseeing a professional staff involved with rail transit projects, system planning or corridor planning.
  3. Experience directing and overseeing a professional staff involved with planning.
  4. Knowledge and experience with coordinating activities between multiple departments, disciplines, federal programs, and agencies.
  5. Registration as a professional engineer (P.E.) in Texas, AICP registration, AIA or closely aligned professional registration/certification is highly desirable.
  6. Excellent writing, communication, and organizational skills.
  7. Interpersonal skills to sensitively communicate with all levels of supervisory and non-supervisory employees, government and civic leaders, Board members and others inside and outside of DART.
  8. High level of analytical skills to find solutions to complex professional, technical, and administrative problems.
  9. Ability to be mobile and occasionally, 15%-25% of work time, lift objects weighing 5-20 pounds such as books, files, binders, or engineering materials.

REPORTING RELATIONSHIP:
Reports to AVP Capital Planning *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
