GENERAL SUMMARY:
Under the direction of the President/Executive Director of Dallas Area Rapid Transit (DART), directs and oversees activities of personnel engaged in the development, implementation and coordination and monitoring of DART's System Safety Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops, manages, implements and monitors the Agencys Safety Program in accordance with DART Board Policy and other appropriate laws, executive orders, guidelines, regulations and SOPs.
  2. Oversees the liaison between DART and federal, state and local governments in the service area to ensure compliance and responsible reporting of required safety data.
  3. Assumes a leadership role in development, implementation, evaluation and revision of policies, procedures and standards that affect all organizational components within the Agency.
  4. Manages and oversees all personnel in the Safety Department and provides the day-to-day safety guidance to DARTs various departments, to include interviewing, selection, development, monitoring, training, evaluation, counseling, and, as necessary, discipline of subordinate personnel.
  5. Prepares a variety of reports and analyses for executive management review in response to Agency federal and state demands.
  6. Oversees performance of safety audits and reviews designed to verify compliance with Agency, federal and state directives.
  7. Oversees the implementation and enforcement of the Agency System Safety Program Plan (SSPP) that establishes quality and safety policies for the entire agency.
  8. Provides executive management oversight of all investigations of accidents and incidents involving Agency personnel and equipment and DARTs customer base.
  9. Represents the Agency in many and varied public appearances before businesses, professional and civic organizations as requested by the President/Executive Director. Provides advice and counseling to DARTs Executive Management Team (EMT) and, under the direction of the President/Executive Director, informs the Board of Directors regarding safety changes in laws, regulations, executive orders, court decisions and legislation regarding safety issues.
  10. Oversees the development of a variety of safety and agency policies and procedures.
  11. Oversees an educational safety awareness program designed to inform both the employees of DART and the traveling public about known safety hazards throughout the system. This increased safety awareness effort is supported by a number of Safety Awareness Campaigns focused on this objective.
  12. Remains current on new industry trends, methods and technologies by reading journals and reports and attending seminars and workshops throughout the industry.
  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree in Business Administration, Industrial Safety, Industrial Psychology or related field.
  2. Ten (10) years experience in overseeing transportation related or business development programs to include a minimum of three (3) years experience managing a professional staff.
  3. Written and oral skills to effectively communicate with all levels of individuals and groups, both inside and outside of DART.
  4. Valid Texas Class A,B or C driver?s license, with no Driving While Intoxicated (DWI) convictions within the last sixty (60) months; and, not more than one (1) DWI on driving record and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
  5. Be able to pass Department of Transportation (DOT) physical examination, which includes a drug and alcohol screening test.
  6. Ability to demonstrate a fiduciary obligation to the Agency in handling materials and information of a confidential nature.
  7. High level of analytical ability is required to find solutions to complex interpersonal, technical, financial, legal and administrative problems.
  8. Substantial interpersonal skill required to effectively communicate with all levels of supervisory and non-supervisory employees, contractors, consultants, government entities, and others both inside and outside of DART.
  9. Ability to be mobile and occasionally, 15%-25% of work time, lift objects weighing 5-30 pounds such as files, books, computers binders, or small hand tools.
  10. Mental/visual ability required to read complex materials such as technical manuals and engineering blueprints, and concentrate on details when developing employee performance plans, developing and monitoring division budget, or directing and overseeing project engineering activities.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
