GENERAL SUMMARY:
Under the direction of the Assistant Vice President, External Relations, manages agency, stakeholder and customer communications (print, audiovisual, digital).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops innovative strategies and messaging to engage stakeholders and customers while achieving identified agency objectives.
  2. Leads the team responsible for print, audiovisual and digital customer and stakeholder communications. Directs the implementation of communications plans and functions and ensures alignment with overall agency brand development and marketing/communications strategies.
  3. Supervises outside audiovisual support personnel to include photography, video presentations, audiovisual support at agency meetings and events, etc.
  4. Works in partnership with other departments to identify solutions-based innovative opportunities to advance DARTs brand and achieve agency objectives.
  5. Writes and edits copy for print, digital and audiovisual media. Familiar with AP Style.
  6. Selects, coaches, evaluates and counsels subordinate personnel in accordance with established policies, procedures.
  7. Develops and manages section budget. Proactively identifies opportunities and recommends action to correct variances as needed. Participates with ongoing, mid-year and final budget reviews.
  8. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Communications, Public Relations, Journalism, Telecommunications, Liberal Arts or related field. Masters preferred.
  2. Eight (8) years progressively responsible experience in print, audiovisual or digital communications and executive presentations, including four (4) years in the supervision of the communications function and staff in a corporate or government environment.
  3. Work requires a valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than one DWI conviction on driving record, and not more than (3) convictions of moving violations within the last (36) consecutive months in order to operate DART non-revenue vehicles.
  4. Work requires ability to work irregular hours and to be available to work on short notice.
  5. Excellent written and oral communications skills to effectively communicate with all levels, both inside and outside DART. Must possess strong interpersonal skills to effectively communicate with all levels of employees, vendors, contractors, media, a culturally diverse community, and others both inside and outside of DART when discussing technical information, interacting in meetings, or explaining policies and procedures.
  6. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  7. Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.
  8. Ability to settle disputes equitably; can find common ground and get cooperation with minimum noise.
  9. Ability to blend people into teams when needed; creates strong morale and spirit in his/her team; shares wins and successes; defines success in terms of the whole team.
  10. Ability to scope out length and difficulty of tasks and projects; measures performance against goals.

  12. Ability to figure out the processes necessary to accomplish tasks; can facilitate effective brainstorming and build consensus among team members; can orchestrate multiple activities at once to accomplish a goal; uses resources effectively and efficiently.

REPORTING RELATIONSHIP:
Reports to AVP External Relations *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
