GENERAL SUMMARY:
Responsible for executive-level administrative duties related to the management and operation of the Trinity Railway Express, the entity created by the Dallas Area Rapid Transit (?DART?) and the Fort Worth Transportation Authority (?the T?) to provide commuter rail services between the cities of Dallas and Fort Worth. Additionally, the incumbent is responsible for the preparation and monitoring of the two transit authority budgets for TRE. The essential duties and responsibilities are detailed below. Directs and oversees staff as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Administers the TRE Commuter Rail operating contract and other such contracts as may be awarded by either DART or the T in support of TRE service as may from time to time be assigned to incumbent for administration.
  2. Initiates procurement actions directly on behalf of TRE or in conjunction with either the DART or T procurement staffs and assists in the development of such procurement documentation as is required to obtain such services, parts or materials as are necessary to support the operating or capital requirements of the TRE. Coordinates the work of technical staffs as may be required and with Diversity and Economic Opportunity, FTA grant management and Legal department staffs as necessary to facilitate prompt and efficient procurements in consonance with DART, T or FTA (as applicable) procurement policies and procedures.
  3. Assists in the business negotiation and drafting of agreements involving DART and/or the T and such other public entities as may be involved in the operation of TRE as currently constituted or as commuter rail services may hereafter be provided on behalf of DART and/or the T.
  4. Advises the Vice President, Commuter Rail and Railroad Management on the feasibility and financial impact of proposed modifications to TRE operating and capital programs and acts in his/her absence as required.
  5. In conjunction with the two transit authorities and TRE staff, develops, submits for approval and monitors the annual operating budget for TRE. Similarly, coordinates the development, approval and implementation of TREs capital budget requirements with both the DART and T executive staffs and Boards. Responsible for developing and maintaining a 20-year capital improvement program that will accomplish the department goals and is approved and adopted into DART and the Ts 20-year financial plans.
  6. Supervises, directs, oversees and has ultimate responsibility for assigned personnel.
  7. Recommends and secures approval of short and long-range department goals, policies and objectives for division programs with broad latitude for decision making. Provides technical and administrative guidance on work requirements and methods; evaluates effectiveness of work program to attain goals. Ensures programs comply with applicable federal, state, and local laws and regulations and are compatible with DART and T?s mission.
  8. Prepares a variety of reports for management review. Prepares and makes formal presentations to the DART and T Boards and such other executive entities as are established to support TRE as required.
  9. Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Government Affairs, Finance, Transportation or related field.
  2. Twelve (12) years progressively responsible contract administration, operating and capital budgets, or procurement experience or related environment and at least six (6) years directing and managing a professional staff.
  3. Operates DART non-revenue vehicle as required.
  4. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  5. Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.
  6. Ability to write clearly and succinctly in a variety of communication settings and styles.

REPORTING RELATIONSHIP:
Reports to AVP Commuter Rail *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
