GENERAL SUMMARY:
The Director of Project Controls is involved during the full lifecycle of capital projects assisting with budgeting, planning, scheduling, and reporting for projects within DARTs Capital program(s), with the goal of reducing risk while achieving on-budget and on-time performance. This position requires working experience with Cost Control, Earned Value Management, Budgets, Estimating, Change Management, Planning, Forecasting, Reporting Progress and Performance, and Project Funding. Additionally, experience with complex projects involving multiple funding partners that include but are not limited to a variety of funding sources from Federal, State, and Local Grants, Interlocal Agreements, FFGA, CIG, etc. This position will lead a team of individuals focused on all aspects of project and cost controls support activity. The team assists in the development and implementation of total project budget, cost estimating, cash flow projections, and estimate at completion (EAC) projections. The team will compile, analyze, and report on project cost and schedule to the project team. The team provides support in the management of project budget and cost control functions including budgeting, scheduling, change management, estimating, tracking progress, forecasting, and earned value management

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develop and adhere to a Project Controls Plan.
  2. Prepare project status presentations, highlighting key accomplishments, risks, and changes.
  3. Develop Work Breakdown Structures (WBS).
  4. Establish project budget, baselines, and report variances.
  5. Provide support to track project progress and perform analysis of bottlenecks, trends, and critical path methodology.
  6. Provide QA/QC review of all project budget/cost-related data.
  7. Identify and communicate project risks and develop mitigation plans.
  8. Provide support to detailed schedule development based on project understanding from team members.
  9. Develop and maintain project cost in accordance to control accounts guidelines.
  10. Provide project cost data and supporting documentation within the projects controls systems of record.
  11. Develop reports on actuals, variances, trends, and re-forecast as necessary.
  12. Develop and maintain detailed Cash flow and Commitment flow throughout the project phases.
  13. Review and validate contractual compliance of project invoices.
  14. Directs and ensures Change Management processes are followed throughout the project phases.
  15. Oversight of schedule development and maintenance in Primavera and Microsoft Project according to the WBS Guidelines.
  16. Develop customized schedule reports as per project needs (two week look ahead, variance reports, progress reports, milestone reports as needed).
  17. Track project deliverable & monitor physical percent complete (tracking installed quantities).
  18. Assist and advise project manager(s) in financial project close-out.
  19. At the completion of the project, develop and ensure recording of the projects historical cost information and lessons learned for future use.
  20. Provide additional support as required/needed by the project manager(s) or project controls manager (including field project coordination and management of sub-projects).
  21. Develop custom projects reports as needed to facilitate project discussions.
  22. Provides direct management of support staff charged with providing project controls professional services.
  23. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Engineering, Construction Management, Business Administration or related field.
  2. Five (5) years of experience in project controls, financial reporting, project management, to include experience supervising a professional staff.
  3. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  4. Available to work all shifts and locations as assigned or directed.
  5. Ability to travel and/or visit project sites.
  6. Advanced expertise in Microsoft Office Suite (MS Project, Word, Excel, PowerPoint, etc.).
  7. Advanced expertise with Oracle Primavera P6 and thorough understanding of project accounting and accrual collection.
  8. Ability to set up and monitor complex project schedules.
  9. Proficiency on PC and knowledgeable of software applications, including proficiency in Trapeze, Lawson, Ripplestone, Tableau, Microsoft Office applications of Word and Excel or other related software applications.
  10. Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
