GENERAL SUMMARY:
Under minimal supervision, designs and prepares schedules necessary for the operation of bus and rail service of the DART system; analyzes traffic checks and running times; calculates vehicle miles and hours; divides work into run assignments; prepares schedule data and routing sheets; and, acts in Manager's absence.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Under minimal supervision, maintains existing schedules and designs new service for assigned operating division. Acts in Managers absence.
  2. Calculates miles and hours and applies costing formulas to analyze existing and proposed service costs. Analyzes traffic check data to evaluate existing service levels and run times and makes appropriate adjustments. Ensures accuracy of scheduling information.
  3. Performs ride, point, and trail checks in the field and confirms traffic checking reports and assumes familiarity with service. Projects appropriate run times and schedule coordination for new routes and completes run time simulations to confirm schedule. Maintains and utilizes data regarding priority transfer connections, school bell times, and employer shift times.
  4. Provides supervision, training, and development for section staff.
  5. Investigates and responds to customer complaints, Transportation Hotline calls and contacts from Field Supervisors regarding scheduling issues.
  6. Prepares schedule reports and documentation as required. Manages special projects and special studies of a complex nature.
  7. Meets regularly with Agency staffs and identifies appropriate scheduling adjustments. Conducts ongoing evaluation of scheduling efficiency on schedules within assigned division. Runcutting to meet the needs of the Agency and comply with current labor agreements.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Planning, or a related field.
  2. Six (6) years experience in Computerized Bus/Rail scheduling, based on operational needs to include three (3) years supervisory experience.
  3. Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
  4. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  5. Proficiency with PC and software applications.
  6. Knowledge and experience of runcutting and rostering of operator assignments for Bus and Rail.
  7. Knowledge of budget development/analysis cost factors.
  8. Ability to write clearly and succinctly in a variety of communication settings and styles.
  9. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  10. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  11. Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.
  12. Ability to quickly find common ground and solve problems for the good of all. Can represent his/her own interests and yet be fair to other groups. Can solve problems with peers with a minimum of noise. Is seen as a team player and is cooperative. Easily gains trust and support of peers. Encourages collaboration. Can be candid with peers.

REPORTING RELATIONSHIP:
Reports to Sr Mgr Service Scheduling *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
