GENERAL SUMMARY:
This position is responsible for the management of approximately $1.6 billion in federal, state, and local grants for the Dallas Area Rapid Transit (DART). This includes managing the activities of personnel engaged in the research, application, administration, reporting and audits for all grants.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages the activities of personnel involved in grant functions including direct reports and Treasurys Senior Business Analyst.
  2. Interviews, selects, develops, evaluates, counsels, and if necessary, terminates subordinate personnel.
  3. Remains current on funding, regulatory and compliance changes, and industry issues through trade journals, seminars, workshops and conferences.
  4. Forecasts and programs grant revenues and cash flow for externally funded projects in the Financial Plan.
  5. Participates in the development, implementation and submittal of grant applications for new funding programs offered by federal, state, and local agencies.
  6. Oversees the administration of grant applications, amendments, and budget revisions in the Federal Transit Administrations database system.
  7. Coordinates allocation and programming of federal funding in the Metropolitan Planning Organization (MPO) Transportation Improvement Program (TIP) and State TIP (STIP).
  8. Serves as point of contact for federal funding issues on internal and external audits.
  9. Oversees development and implementation of Grants Database system in legacy software system.
  10. Understands and executes policies and procedures established by senior management.
  11. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Finance or related field.
  2. Six (6) years of progressively more responsible experience in grants management activities or related environment to include development, budget preparation, compliance reporting, and oversight of local and federal audits and three (3) years supervising a professional staff.
  3. Demonstrated proficiency in advanced EXCEL spreadsheets and financial modeling applications.
  4. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  5. Ability to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.
  6. Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Shares wins and successes. Fosters open dialogue. Lets people finish and be responsible for their work.
  7. Ability to accurately scope out length and difficulty of tasks and projects. Sets objectives and goals. Breaks down work into the process steps. Develops schedules and task/people assignments. Anticipates and adjusts for problems and roadblocks. Measures performance against goals. Evaluates results.
  8. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.

REPORTING RELATIONSHIP:
Reports to Treasurer *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
