GENERAL SUMMARY:
Performs business and procurement analysis, and coordinates a wide variety of administrative and critical support activities within the Procurement division to improve the overall quality and efficiency of services delivered to the division, internal customers and suppliers. Provides business information to Procurement Leadership and other departments.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Performs project/program and performance management functions including reviewing, analyzing, and recommending improvements to business and organizational processes and systems.
  2. Prepares technical, statistical, and narrative reports for Procurement including Procurement leadership Team and other departments.
  3. Develops a deep knowledge of business processes and works with business to define requirements. Tracks and fully documents changes for functional and business processes; writes detailed universally understood procedures for permanent records and for use in training.
  4. Acts as a resource for Procurement by completing assessment analysis, preparing accurate and timely reports using various reporting writing tools to meet specific leadership request or data analysis.
  5. Act as a resource and a liaison between internal procurement sections, internal business clients, and external supplier contacts regarding Procurement technical and or business process related issues
  6. Performs and completes assessment analysis and manages multiple projects, users, systems, and deadlines.
  7. Identifies areas for process improvements within the Procurement department and develops technical solutions to business cases. Remains current on new industry trends, methods, and technology.
  8. Maintains, monitors, supports and/or develops special projects and performance management programs.
  9. Provides technical assistance and training to staff and monitors new applications and/or enhancements to existing systems.
  10. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelor degree from an accredited college or university in Business, Supply Chain, Information Systems or a related discipline.
  2. Four (4) years of experience involving data analysis, analysis of performance trends, analyzing, monitoring, and improving business processes, preferably in a procurement environment.
  3. Experience with ERP systems is preferred.
  4. Working knowledge of SQL, Crystal Reports Writer, and Access preferred.
  5. Advanced level of computer skills to manage client server, internet/intranet and software applications such as MS Suite (Word, Excel, Access, PowerPoint), analytical reporting, and parts management etc.
  6. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Probes all fruitful sources for answers. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.
  7. Strong team building skills with the ability to motivate others to achieve the strategic vision and goals developed by the division, department and agency.
  8. Ability to work with diverse groups of employees and blend people into effective teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Creates a feeling of belonging in the team.
  9. Ability to be patient with people and processes. Listens and checks before acting. Tries to understand the people and the data before making judgments and acting.

  13. Ability to practice attentive and active listening; has the patience to hear people out; can accurately restate the opinions of others even when he/she disagrees.

REPORTING RELATIONSHIP:
Reports to AVP Procurement Policy *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
