GENERAL SUMMARY:
Under general supervision, is responsible for real time oversight and coordination of Rail operations and approval/coordination of all maintenance activities occurring on or about DART's light rail right-of way.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Monitors and controls train movements on the mainline.
  2. Implements delay management strategies during service interruptions.
  3. Enforces all approved Standard Operating Rules & Procedures.
  4. Approves, monitors and coordinates all maintenance activities along the right-of-way.
  5. Monitors/Controls interlockings, traction power substations, tunnel ventilation systems, and facility related alarms via the Supervisory Control and Data Acquisition System (SCADA).
  6. Oversees and directs activities of Transportation and Maintenance personnel during incidents, accidents, and other abnormal conditions.
  7. Directs the troubleshooting of defective equipment and coordinates the replacement of LRVs with Yard Control and Fleet Maintenance.
  8. Coordinate all activities during emergency conditions including dispatching assistance from the necessary DART departments and emergency response agencies. Notify DART Police, local police, fire department(s), towing services and other agencies when specific assistance is needed
  9. Maintains a Daily Summary of Rail Operations, Record of Train Movement, and associated reports.
  10. Performs various duties in the absence of the Chief Rail Operations Controller.
  11. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Associate Degree in Business Administration, Transportation or related field.
  2. Three (3) years of progressively responsible experience working in a transportation or complex multi-tasking environment to include two (2) year DART rail operator experience.
  3. Pass physical (medical) examination, which includes a drug screen in order to operate DART revenue vehicles. Incumbents are subject to the federal testing regulations of safety sensitive positions, which include random alcohol and drug testing as a condition of continued employment.
  4. Valid Texas "C" drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months and must not have a "Driving While Intoxicated" (DWI) conviction on driving record in the past five years and not more than one in entire driving history on driving record in order to operate DART non-revenue vehicles.
  5. Must successfully complete Rail Operator, and Rail Control Center certification test with in a minimum score of 90.
  6. Must successfully complete Rail Control Center Traction Electrification Systems certification test with a minimum score of 95.
  7. Ability to work irregular hours and to be available to work on short notice.
  8. Proficient using PC and software applications.
  9. Thorough knowledge and ability to demonstrate proficiency in the Supervisory Control and Data Acquisition System (SCADA). Ability to demonstrate proficiency in sectionalizing the traction electrification system. Thorough knowledge of Rail Transit Operating Principles and Procedures.
  10. Selective Attention -- The ability to concentrate on a task over a period of time without being distracted and capable of multitasking while performing job duties.
  11. Reaction Time -- The ability to remain calm and respond quickly during emergencies or abnormal situations.
  12. Communicating with Management, Supervisors, Peers, Subordinates or internal/external customers- Providing information to DART employees and customers by radio, telephone, in written form, e-mail, or in person in a professional manner during stressful or normal situations.
  13. Analyzing Data or Information - Identifying the underlying principles, reasons, or facts of information by breaking down information or data into separate issues/categories.
  14. Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  15. Making Decisions and Solving Problems- Analyzing information and evaluating results to choose the best solution and solve problems.
  16. Active Listening- Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
  17. Evaluating Information to Determine Compliance with Standards- Using relevant information and individual judgment to determine whether events or processes comply with rules, SOP, regulations, or standards

Reports to Sr Mgr Operations Cntrl Ctr *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
