GENERAL SUMMARY:
Manages the resources and activities of the Operations & Maintenance contractor, subcontractors and third parties involved in inspection, maintenance, design and construction activities along the right-of-way owned by the Dallas Area Rapid Transit and the Forth Worth Transportation Authority. The Maintenance of Way disciplines include track, bridges & other structures, facilities, communications & signals. This position oversees projects and contracts totaling $20,000,000 annually.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops, implements and manages programs, procedures, and standards for the Trinity Railway Express corridor interfacing with agencies staff, contractors, and Federal and State agencies related to the maintenance of way activities including but not limited to bridge engineering, track, communications, signals, construction, operations and safety issues.
  2. Manages and oversees the activities of the maintenance of way contractor for the TRE Corridor.
  3. Develops work schedules for projects including preventative maintenance, inspections, design, construction, repairs and upgrades to the systems and right of way; including third party projects.
  4. Develops independent cost estimates for projects and programs within the Service Property.
  5. Develops operating and capital budgets for projects and programs; including budget monitoring and variance reporting.
  6. Oversees implementation and performance on all capital and construction projects impacting the Service Property.
  7. Acts as the main point of contact for engineering efforts with DART, FWTA, federal, state and local agencies, consultants, freight railroads and Amtrak.
  8. Ensures safety is of the upmost importance for the Trinity Rail Express (TRE) related to maintenance of way activities for all parties on the Service Property.
  9. Defines, upholds and directs maintenance of way standards (e.g. AREMA, FRA, etc.) for engineering, design, construction and maintenance activities that impact the authorities property
  10. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Structural or Civil Engineering or related field.
  2. Nine (9) years progressively responsible experience in structural engineering and railroad construction projects, contracts, maintenance of way activities (track, bridges, facilities, communications & signals) and railroad operating rules to include six (6) years of experience supervising staff and/or consultants and contractors involved in engineering, construction or maintenance of way activities.
  3. Operates DART non-revenue vehicles as required.
  4. Must have a valid Texas Class A, B or C Drivers License, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART or FWTA vehicles.
  5. Must attend, pass and maintain a current roadway worker protection status.
  6. Must be capable of developing complex project cost estimates and schedules including planning, engineering, design, construction, inspections, testing, oversight and commissioning as required.
  7. Must be familiar with Federal Railroad Administration (FRA) Rules and Regulations including but not limited to 49 C.F.R. Parts 213, 24, 225, 233, 234, 235 and 236.
  8. Preferred experience with bridge engineering, forces, stresses in bridges and bridge components, safe loading conditions, inspection and maintenance procedures and design and construction repairs and modifications to bridges.
  9. Preferred Professional Engineer (PE) from the State of Texas.
  10. Must have the ability and analytical skills to find solutions to difficult and complex technical, financial and administrative problems.
  11. Must possess substantial interpersonal skills to be able to communicate effectively in writing and in-person with all levels of supervisory and non-supervisory employees, contractors, consultants, federal, state and local government entities, freight railroads, DART and FWTA Boards of Directors and others.
  12. Ability to demonstrate a fiduciary obligation to section, division, department and DART and FWTA in handling materials and information of a confidential nature.

REPORTING RELATIONSHIP:
Reports to VP Silver Line O&M *

WORKING CONDITIONS:
Works in a variety of working environments. Approximately 40% of the time works in a normal office environment where there is minimal exposure to dust, noise or extreme temperatures. Approximately 60% of the time works in a field environment which could involve unpleasant working conditions such as working near fast moving trains, dust, noise, temperature, weather, petroleum products and chemicals while visiting DART and TRE operating facilities. All incumbent exposures will be controlled through adhering to all policies and procedures, which include safety precautions, regulations and the use of personal protective equipment. Light physical ability to be mobile and occasionally, 15-25% of work time; lift objects weighing 5-30 pounds such as files, books, computer binders, and plans. Must be able to traverse diverse terrain typically found on or near an operating railroad or construction site.
