GENERAL SUMMARY:
Responsible for direction and oversight of Railroad Management division. Supervises the property management responsibilities for DART-owned active freight railroad corridors and the Trinity Railway Express (TRE) corridor. Responsible for development and management of joint/public facilities agreements, including negotiation and management of railroad trackage rights agreements. Provides technical assistance to DART Growth/Regional Development staff for the planning, design and construction of rail transit projects in corridors shared with freight railroad operations, or impacting freight railroad operations. Manages a staff of approximately 5-6 employees. Supervises employee, consultant and contractor activities associated with the responsibilities of the division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develops, supervises and manages leases, licenses and operating agreements for DART-owned active freight railroad rights-of-way and TRE right-of-way, to maximize public investment, ensure compatibility with railroad operations, and preserve for future transit use.
  2. Supervises records management and database of leases, licenses, agreements, and market and rent analyses; supervises the collection of rent and trackage rights payments, associated audits, and reporting of rental income from lease/license activities.
  3. Oversees the maintenance and management of DART inventory of public and private road crossings; provides updates to USDOT, other agencies, as required.
  4. Establishes procedures for management of the railroad rights-of-way and ensures consistency in developing and implementing agreements and other activities impacting the rights-of-way.
  5. Executes policies and procedures established by the Board of Directors and President/ Executive Director, as they pertain to the responsibilities of the division and the management and supervision of division employees. Recommends changes to policies and procedures, as needed, to respond to new challenges and opportunities.
  6. Prepares reports, undertakes complex analyses, and develops and makes presentations to the Board of Directors, Executive Management team, and the general public.
  7. Maintains a working knowledge of major economic and operations trends and activities in the freight railroad industry; represents DART in local, regional, and national forums, studies, and organizations pertaining to freight railroad issues.
  8. Participates, as requested, in the planning and design of transit facilities and improvements in active freight railroad corridors, to ensure that transit projects do not interfere with safe railroad operations, and that DARTs transit plans are consistent with railroad agreements and applicable federal regulations pertaining to railroads.
  9. Develops, submits for approval, and monitors the divisions portion of the department budget.
  10. Recommends short and long-range division goals; evaluate effectiveness of work program to attain goals.
  11. Advises DART Executive Management on opportunities for acquisition of railroad corridors and sales of surplus railroad related property.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree in Business Administration, Real Estate, Public Administration or related field.
  2. Eight (8) years progressively responsible experience in railroad right-of-way management, railroad joint facility management, railroad contracts management, and/or railroad real estate management, to include a minimum of four (4) years supervising a staff responsible for one or more of these experience areas.
  3. Demonstrated knowledge of contract law and general standards for railroad operations and maintenance.
  4. Documented experience as a key member of a negotiations team responsible for negotiating track-age rights, joint use, track access, or rail line acquisition, for, or with, a U.S. Class I freight railroad.
  5. Proficiency with software applications to include word processing, database, spreadsheet and personal computer and established telecommunications equipment.
  6. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  7. Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.

Reports to VP Silver Line O&M *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
