GENERAL SUMMARY:
Directs, oversees, and has ultimate responsibility for Dallas Area Rapid Transit's (DART) Information Systems Department including Management Information Systems, Local Area Networks, Wide Area Networks, and Telecommunications. Plans, develops and implements DARTs information technology related long and short-range strategic technology goals and objectives.Effectively collaborates across the agency and especially with the Chief Innovation Officer.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Aligns the information organization with, and is supportive of, the strategic directions of the agency by building and maintaining networks within, across, and external to organizational boundaries..
  2. Contributes effectively to senior management strategies and decisions by soliciting advice, support, championship, sponsorship and commitment that result in a smooth transition of change and the development of mutually acceptable solutions
  3. Serves as leader and advocate for making cost effective enhancements to DARTs information systems that will improve DARTs IT operations and service.
  4. Oversees staff responsible for the design, acquisition, implementation, and modification of systems and applications, and develops funding plan for its maintenance and replacement.
  5. Encourages prudent risk-taking, exploration of alternative approaches and organizational learning.
  6. Develops and implements agency wide technology plan. Solicits input from department leaders regarding technology needs and recommends technological innovations that can improve the efficiency and effectiveness of department operations and customer service.
  7. Collaborates with the Chief Innovation and Chief Marketing Officers to deliver leading solutions that improve DART?s customer experience
  8. Builds and leads an effective information services and intelligent transportation systems team and champions the professional and personal development of people working within the technology organization.
  9. Plans, organizes, manages and evaluates the work of the technology staff responsible for DARTs financial management system, desktop computer, agency wide computer training programs, help desk, and intranet and internet websites.
  10. Directs the development and implementation of programs, policies and overall standards that support the coordination and growth of progressive, efficient and cost-effective information, and technology management.
  11. Develops and administers technology operating and capital improvement budget and recommends equitable rate structure for charges to other DART departments. Annually reviews rates in accordance with technology budget needs and explains methodology to departments.
  12. Establishes annual performance objectives that will measure division effectiveness and prepares quarterly progress reports.
  13. As required, prepares written and oral reports and makes presentations to the Board.
  14. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in business administration, computer or systems science or related field. Masters degree from accredited college or university preferred.
  2. Fourteen (14) years of senior level experience in information systems analysis or development including seven (7) years of supervisory experience over a highly technical staff.
  3. Industry experience in public transportation, commercial airlines, or freight or commuter rail.
  4. Knowledge of principles of supervision, organization and administration.
  5. Advanced knowledge of principles of information resource management.
  6. Advanced knowledge of software development methodology, programming, systems operations and administration.
  7. Advanced knowledge of quantitative analysis methods including statistical methodology, modeling and forecasting.
  8. Advance knowledge of project management tools and techniques to deliver projects on time and within budget.
  9. Knowledge of cloud computing, networks and intelligent workstations.
  10. Knowledge of public sector budgeting, accounting and procedures.
  11. Knowledgeable in current and possible future policies, practices, trends, technology and information affecting his/her business and organization.
  12. Ability to see ahead clearly; can anticipate future consequences and trends accurately; can create competitive and breakthrough strategies and plans.
  13. Ability to build effective teams; defines success in terms of the whole team.
  14. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  15. Ability to make good decisions based on a mixture of analysis, wisdom, experience and judgment.

REPORTING RELATIONSHIP:
Reports to EVP Admininstrative Officer *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
