GENERAL SUMMARY:
This position is responsible for managing staff and activities associated with DART's Cash, Debt, and Investments. Cash management includes maintaining the daily liquidity of the agency and accurate daily, intermediate, and long-term cash forecasting. Debt management includes short term and long term debt; compliance with bond covenants, disclosure reporting and participating in bond sales. Investment Management includes daily, monthly and quarterly reporting and maintenance of inventory in Investment Management software program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Oversees short-term and long-term portfolios (such as General Operating; Financial Reserve; Capital Reserve; Master Insurance; System Acquisition and Expansion; and Debt Service Funds) and assigned staff performing these functions to include the Senior Business Analyst.
  2. Interviews, hires, counsels, disciplines and if necessary, terminates subordinate employees.
  3. Ensures investments comply with the Texas Public Funds Investment Act, Investment Policy, Program Investment Strategy Procedures and cash availability needs.
  4. Oversees activities related to the short-term and long-term investment portfolio, including documentation of trades, maintenance of investment software database, and preparation of investment reports for accounting, the Investment Committee, and portfolio monitoring.
  5. Manages the calculation of the daily cash position through evaluation of bank balances and prioritization of disbursements for capital and operating needs to determine the appropriate borrowing/repayment level required to meet daily liquidity needs while minimizing idle balances.
  6. Manages the short and long term debt programs including compliance with debt covenants; disclosure reports and posting; and participation in bond sales.
  7. Monitors debt service funds including reporting and annual debt service payments.
  8. Provides reports for management level.
  9. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Business Administration, Finance, or related field.
  2. Eight (8) years progressively more responsible experience in cash management, municipal debt management and fixed income investments to include three (3) years experience in highly detailed operational environment(s) and four (4) years managing staff at a managerial/supervisory level.
  3. Designation as a Certified Treasury Professional (CTP) or Certified Cash Manager (CCM) are preferred.
  4. Certification of Bloomberg Market Conditions (BMC) and/or investment software programs or treasury workstations are preferred.
  5. Extensive background in PC applications including word processing, spreadsheets, database management and financial modeling.
  6. Demonstrated in-depth understanding of federal and state laws and regulations.
  7. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  8. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Receives first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
