GENERAL SUMMARY:
The Senior Manager for Professional Design Services and Construction leads either the Professional Design Services Team or Construction Services Team and is responsible for providing on-time and under-budget acquisitions supporting all DART Departments. This position shall be expected to lead a team that provides acquisition solutions and alternative delivery methods while complying with applicable laws, regulations and policies to include support of the capital construction program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages the programs and activities of personnel engaged in project management, specifically Architectural and Engineering, Planning and Design services, and construction related contracts and contract administration.
  2. Provides an effective, efficient, and socially responsible acquisition of professional design services, construction and related contracts to support Authority business units.
  3. Collaborates and consults with Growth and Regional Development, Planning, Rail Program, TRE and other Departments to provide strategic acquisition of professional design services, construction services and related requirements to support all DART activities.
  4. Recruits, hires, develops, and leads a staff of leaders and procurement professionals.
  5. Supports and promotes compliance with applicable public procurement laws and regulations and DART executive and board policies.
  6. Supports and promotes DART diversity and inclusivity program to increase supplier base of historically underutilized businesses, small businesses, and disadvantaged, minority and woman owned businesses.
  7. Supports and promotes DART sustainability and environmental goals and requirements.
  8. Provides industry-leading customer service with cost effective and efficient contract management
  9. Identifies potential opportunities for cost saving in all elements.
  10. Consistently improves customer service levels and management relationships while maintain cost and inventory management targets.
  11. Develops a highly capable, dedicated team of professionals at all levels within the Procurement department.
  12. Prepares Contracting Officer decisions and makes recommendations to the Assistant Vice President (AVP) ? Professional Service and Construction
  13. Remains current on new industry trends, methods and technology.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration or related field.
  2. Eight (8) years progressively responsible procurement experience including four (4) years managing a professional contract administration staff in engineering and construction contract projects.
  3. Proficiency with software applications to include word processing, database, spreadsheet and personal computer and established telecommunications equipment.
  4. Mental ability to read complex materials and concentrate on details. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  5. Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.
  6. Ability to settle disputes equitably; can find common ground and get cooperation with minimum noise.
  7. Ability to blend people into teams when needed; creates strong morale and spirit in his/her team; shares wins and successes; defines success in terms of the whole team.
  8. Ability to scope out length and difficulty of tasks and projects; measures performance against goals.
  9. Ability to use rigorous logic and methods to solve difficult problems with effective solutions.
  10. Ability to determine the most efficient processes necessary to accomplish tasks; can facilitate effective brainstorming and build consensus among team members; can orchestrate multiple activities at once to accomplish a goal; uses resources effectively and efficiently.
  11. Ability to demonstrate fiduciary obligation and responsibility to section, division, department, and DART in handling materials and information of a confidential nature.

REPORTING RELATIONSHIP:
Reports to AVP Pro Service & Construction*

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
