GENERAL SUMMARY:
Works closely with the Vice President of Government and Community Relations and the department to ensure the facilitation of effective communication strategies between the public, school communities, vast stakeholder groups, businesses, advocacy groups and the DART Board and staff to promote understanding and knowledge of transit and specifically, Dallas Area Rapid Transit and its programs and projects. Manages Community Relations and Transit Education groups to carry-out numerous public involvement processes, which provide the public with opportunities to receive information and give feedback regarding all of DARTs programs, initiatives, capital projects and service changes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages, oversees and directs community relations and transit education staff in accordance with the department Vice Presidents direction, protocols and agency policies and procedures.
  2. Ensures adherence with all local, state and federal requirements including the National Environmental Policy Act (NEPA) with reference to public involvement.
  3. Leads in the planning, communication, and execution of DARTs Transit Education and Community Outreach programs in the thirteen service area cities, and beyond.
  4. Plans DART outreach programs and activities in diverse cities, communities, neighborhoods for diverse age groups, ethnic, race, gender, socio-economic, and religious populations to promote and support DARTs mission, goals and initiatives.
  5. Develops community outreach presentations, program plans and strategies, occasional Board presentations and provides recommendations for new policies and procedures to the department Vice President and stays abreast of new industry trends, methods and technology.
  6. Demonstrates the ability to handle multiple priorities including planning, organizing, coordinating and facilitating public meetings, public hearings, signature events and similar programs, projects and initiatives.
  7. Develops, maintains and enhances department community contact database to facilitate relationship building with DART stakeholders.
  8. Collaborates inter-agency wide with various departments to execute departmental and agency goals.
  9. Develops and monitors group budgets, supervises and evaluates staff. Prepares a variety of reports in accordance with agency and department needs.
  10. Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Liberal Arts, Public Administration, Communications, Political Science or a related field.
  2. Six (6) years experience in direct community/public relations experience to include meeting coordination and facilitation experience to include three (3) years experience supervising public involvement staff and (3) years experience managing a budget.
  3. Valid Texas Class A, B. or C drivers license, no Driving While Intoxicated (DWI) conviction in the last (60) consecutive months, not more than one (DWI) conviction on driving record, and not more than three (3) convictions of moving violations within the last (36) consecutive months, in order to operate DART non-revenue-vehicles.
  4. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  5. Operate DART non-revenue vehicles as required.
  6. Knowledge of budget development/analysis, and operational cost factors.
  7. Excellent written and verbal communication skills to effectively communicate with all levels, both inside and outside of DART.
  8. Proficiency using a personal computer (PC) and software applications such as Microsoft Office Suite including: Microsoft Office, Teams, Excel and spreadsheet development, One Drive Word, PowerPoint and others, and must be adaptable to new applications and systems utilized by the department and agency.
  9. Analytical and creative skills to find solutions to complex professional, technical, and administrative problems.
  10. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.
  11. Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Creates a feeling of belonging in the team.

REPORTING RELATIONSHIP:
Reports to VP Government Relations *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
