GENERAL SUMMARY:
Directs and oversees the personnel, programs and resources that support the development and implementation of safe, effective and customer friendly bus and rail operations for Dallas Area Rapid Transit's (DART) Transportation Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs, oversees and has the ultimate responsibility for personnel engaged in Operations and Technical Training, Employee Development and Transit Center Services. Provides direct, day-to-day support of division activities.
  2. Interprets agency strategic direction, establishes goals, work rules and procedures for accomplishing the divisions work programs with broad latitude for decision making. Ensures effective communication within the division, and with other DART divisions, member cities, state and federal agencies, DARTs customers and the community in general.
  3. Recommends and implements procedures and policies for division operations and ensures that programs comply with applicable federal, state, and local laws and regulations and are compatible with DARTs mission.
  4. Provides technical and administrative guidance on work requirements and methods.
  5. Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, terminates subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA) program goals and objectives.
  6. Acts as a resource to and liaison between division and various departments within DART as well as with external contacts. Prepares and presents formal briefings to DART Board, senior management and others, as required.
  7. Develops, submits for approval, and monitors division budget. Develops an appropriate system of measures and reports to monitor the effectivenes of programs and activities in achieving defined goals.
  8. Acts in the absence of the Vice President, Transportation as required.
  9. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Transportation, Organizational Development, Adult Education or related field.
  2. Nine (9) years progressively more responsible experience in transportation or service industry management to include a minimum of three (3) years directing and managing professional/technical staff involved in the development and delivery of support services within an operational environment, as well as experience in working with front-line hourly employees. Experience in bus/rail service delivery preferred, but not required.
  3. Valid Texas drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty six (36) consecutive months on driving record in order to operate DART non-revenue vehicles.
  4. Substantial interpersonal skill to effectively and sensitively communicate with all levels of supervisory and non-supervisory employees, Board of Directors, contractors, vendors, government entities, the community, and others both inside of DART.
  5. Excellent communication, business writing and organizational skills. Excellent project management and program evaluation skills. Ability to marshal resources to get things done; uses resources effectively and efficiently; can orchestrate multiple activities at onece to accomplish a goal.
  6. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  7. Ability to be dedicatd to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationship with customers and gains their trust and respect.
  8. Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in termos of the whole team. Creates a feeling of belonging in the team.

REPORTING RELATIONSHIP:
Reports to VP Bus Operations *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
