GENERAL SUMMARY:
Performs business and financial analysis; Assists in systems implementation and maintenance to include data collection, data verification, data entry, training and testing; Performs budgeting, forecasting and accounting functions for Department; Performs contract support and invoice verification and account distributions.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Performs complex analysis of internal costs, contractor estimates, and detailed invoice review.
  2. Assists with the underlying development, preparation, and coordination of Departmental operating and capital budget within approved system
  3. Assists with oversight of departmental software applications and related maintenance for data structures.
  4. Serves as primary contact with internal and external department personnel to obtain information relevant to budgets, and contract invoices and expenditures.
  5. Provides technical assistance and training to staff.
  6. Performs budgeting, financial planning, and accounting activities including invoice account distributions.
  7. Conducts research for developing cost estimates, schedules, and budgets.
  8. Prepares routine monthly, quarterly, and annual reports such as cost analysis, performance data, financial target analysis, and expenditure and revenue status reports to provide appropriate monitoring for effective decision-making.
  9. Both oral and written communication with management, auditors, finance, and service providers to obtain or provide information, integrate activities and resolve problems related to budgets and actual costs.
  10. Functions as team member on various teams. Participates in the submission of budget related recommendations, etc.
  11. Provides assistance to departmental management when needed.
  12. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree in Business Administration, Finance or related field.
  2. Four (4) years progressively responsible experience in a financial, accounting, analysis and budgeting, auditing environment or related field.
  3. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  4. High level of analytical ability required finding solutions to complex interpersonal, financial, administrative, professional, and technical problems.
  5. Interpersonal skills required to effectively communicating with staff, all levels of management and non-supervisory employees, vendors, government entities, contractors, and others both inside and outside of DART.
  6. Advanced level of computer skills to manage databases, utilize macros, spreadsheets, etc.
  7. Communicating Orally/Writing. Can understand complicated messages and use questions and paraphrase to clarify. Able to provide complex information that is understandable and grammatically correct. Communicates effectively to groups and with a variety of listeners. Cultivates influential relationships with decision-makers.
  8. Persuading: Able to research, select and present information that emphasizes benefits or outcomes of proposals with moderate cost or risk. Can respond to questions and objections. Uses persuasive arguments and appropriate nonverbal behaviors.
  9. Budgeting: Able to independently develop program and project cost and budget estimates, and to assess the adequacy of existing budgets to design, implement or operate programs and projects. Identifies and tracks key budget indicators to predict cost/budget overruns. Presents budget estimates and summaries to executive management.
  10. Analyzing/Evaluating: Able to analyze moderately complex data sets, to accurately summarize data, and to characterize causal relationships and interrelationships between and among variables. Prepares reports for and makes recommendations to managers based upon results of analyses/evaluations.
  11. Databases/Spreadsheets: Ability to customize forms and reports, using advanced techniques. Able to use macros to automate data entry. Can administer a data base system. Can audit, import external data and create data maps. Serves as resource person within work unit.

REPORTING RELATIONSHIP:
Reports to VP Silver Line O&M *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
