GENERAL SUMMARY:
Performs supervisory duties of a complex nature related to the day-to-day management of the Rail Operations Training and Development Section. Manages the design, development, evaluation and implementation of all training activities related to Rail Training.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Leads, manages, plans, schedules and supervises activities of Rail Training & Development staff including the selection, training, performance monitoring and scheduling of Rail Instructors. Trains, coaches, counsels and provides guidance to subordinate personnel.
  2. Supervises and monitors the performance of staff to assure proper application of system rules, policies and operational procedures and conducts performance evaluations. Develops training guidelines for Rail Instructors and tracks effectiveness of training by instructors.
  3. Manages all training and certification programs of the Rail Operations Division. Develops training strategies and oversees the development and implementation of Rail Operations and various Maintenance/Contractor Training initiatives including DARTs Roadway Worker Protection Program, new 5 Star Customer Service Program, vehicle troubleshooting and Hy-rail training/annual re-certification Evaluates effectiveness of existing training programs, conducts benchmark studies to identify new training requirements and opportunities consistent with divisional needs and agency/departmental goals and objectives.
  4. Develops Leadership Training curriculums for Rail Operations supervisory staff. Serves as primary instructor on License to Lead initiative. Researches and recommends other leadership training classes and initiatives.
  5. Establishes and manages the Rail Training & Development Document Control Program. Assures all appropriate training documentation is accurate and up-to-date.
  6. Serves as Chair of the Red Signal Task Force and Review Team. Identifies and manages implementation of initiatives to reduce safety violations. Assumes lead role in tracking violations and identifying areas for potential system modifications.
  7. Interviews, recommends selection of, develops, evaluates, counsels, and if necessary, recommends termination of subordinate personnel in accordance with established policies, procedures and guidelines to include EEO/AA Program goals and objectives.
  8. Develops and manages the Rail Operations Training & Development Sections annual operating budget. Monitors and controls expenses to assure section operates within approved budget. Develops staffing and hiring plans to maintain staffing levels within 5% of Optimal Operator Forecast. Identifies capital project needs to enhance training section effectiveness.
  9. Investigates incidents and complaints. Tracks a variety of data and statistics, identifies undesirable trends, and takes appropriate action to effectively resolve issues.
  10. Manages work plan projects as assigned including chairing the annual ?Raildeo? Task Force.
  11. Acts in the capacity of AVP, Rail Operations during his/her absence.
  12. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Education, Business Administration, Communications or related field.
  2. Eight (8) years progressively responsible training experience to include curriculum development, adult education, or related field and at least four (4) years of supervisory experience of staff engaged in transportation operations, safety and/or training,
  3. Knowledge of or ability to gain knowledge of basic rail transit operating practices, fundamentals, principles and operating/ safety rules/standard operating procedures associated with the operation of a rail system.
  4. Must be able to lift object weighing up to 15 pounds such as books, files, computer binders, or human resource materials.
  5. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  6. Knowledge of budget development/analysis, and operational cost factors.
  7. Proficiency of PC software applications to include Microsoft Office or other related software applications.
  8. Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
  9. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

REPORTING RELATIONSHIP:
Reports to AVP Rail Operations *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
