GENERAL SUMMARY:
Performs supervisory duties relative to the oversight of bus service including monitoring and evaluating bus operator performance to assure compliance with all applicable rules and procedures and monitoring delivery of service to assure a safe and efficient operation.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Trains, coaches, counsels, and advises bus operators, new field supervisors, and BOSS candidates in the proper application of rules, policies, and operational procedures.
  2. Oversees and manages daily activities in the field associated with fixed route bus services to the general public.
  3. Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate incidents and accidents.
  4. Assists in accident /incident investigation and assumes the role of on-scene-coordinator during incidents and emergency situations.
  5. Oversees, Directs, and coordinates bus services along designated bus routes, and/or service territories within the DART service area in conjunction with bus dispatch to maintain and improve service reliability.
  6. Monitors routes for adverse operating conditions (e.g., construction, road conditions, weather, special events, accidents, emergency situations) that may cause delays and responds appropriately to maintain or restore scheduled services; in addition to monitoring the conditions of shelters and stops for repairs, replacement, and cleaning.
  7. Trouble-shoots equipment problems a nd implements service recovery strategies, as needed.
  8. Coordinates bus bridge services between rail stations as needed and directed by Bus Dispatch.
  9. Responds to operators requests for information or assistance and relays information to operators relating to operational issues (e.g., detours, charters, events).
  10. Responds to scenes of bus accidents to assist, investigate, re-route traffic or re-route services.
  11. Researches complaints filed against operators, as requested by Management Staff (which may require meeting patrons in the field) and produces professional reports of findings and action taken to ensure safe, courteous, and efficient service.
  12. Provides information and assistance to customers, regarding bus and rail service as needed.
  13. Performs a variety of administrative duties, including but not limited to writing and submitting thorough and comprehensive report(s) relating to incidents, accidents, and service conditions. Conducts daily safety contacts with operators and in conjunction with Bus Dispatch Control, providing transportation of operators for replacement in the event of accidents, post-accident, random and reasonable suspicion drug testing.
  14. Identifies existing or future potential issues impacting the efficiency or effectiveness of service delivery of fixed route service and brings issues to appropriate Departments for resolution.
  15. Communicates with relief supervisors regarding daily activities.
  16. Performs other duties as assigned

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Associates Degree from an accredited college or university in field of expertise (e.g. Business Administration, Public Administration, Transportation, Human Resources, Planning, Safety, Curriculum Development or other technical fields applicable to DART Transportation).
  2. Three (3) years of experience to include at least one year as a bus/rail operator or station monitor and a combination of experience working in positions requiring extensive customer service interactions.
  3. Must pass technical test with a score of 70% or higher.
  4. Successful graduation from the Bus Operator Succession to Supervision (BOSS) Program is preferred.
  5. Valid Texas "B" Commercial Drivers License (CDL) with passenger endorsement, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months on driving record in order to operate DART non-revenue vehicles.
  6. Applicants and employees in these designated safety-sensitive positions are subject to DOT/FTA regulations which include DOT preemployment drug testing and random alcohol and drug testing as a condition of continued employment.
  7. Basic computer skills and knowledge of software packages to include Word, Excel and similar programs.
  8. Basic analytical skill to research information, gather and interpret data when responding to customer concerns and issues.
  9. Ability to learn appropriate protocols when communicating via radio.
  10. Interpersonal skills to effectively and sensitively interact with all levels of supervisory and non-supervisory employees, customers both internal and external to DART.
  11. Ability to coach, mentor and motivate subordinates to achieve desired results. Gets the best out of people.
  12. Ability to have the functional and technical knowledge and skills to do the job at a high level of accomplishment.
  13. Provides the information people need to know to do their jobs and to feel good about being a member of the team, unit, and/or organization.
  14. Actively listens to others to ensure clear understanding, intent and what is expected; Accepts responsibility for making sure communication is clear and complete.

REPORTING RELATIONSHIP:
Reports to Sr Mgr Transit Operations *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
