GENERAL SUMMARY:
Supervise, bus services, coach, and mentor the Agency's operators, ensuring compliance with applicable rules and procedures, to ensure a safe, efficient, and courteous service.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Monitors and supervises operator performance including on-board ride checks and proper application of rules, regulations, policies, operational procedures, and safety requirements. Responds to operators requests for information or assistance and relays information to operators relating to operational issues (e.g., detours, charters, events).
  2. Monitors the daily performance/operation of fixed routes, including efficiency, system safety and on time performance; makes recommendations for adjustments. Develops routes for detours and extraordinary events.
  3. Advises Director and Managers on personnel issues and observations, vehicle, and system, and other issues and problems in a timely manner.
  4. Assists in the development of goals and objectives and in conducting performance evaluations of subordinate personnel.
  5. Directs and coordinates bus services along designated bus routes and/or service territories within the DART service area.
  6. Assists Operators with passenger relations. Investigates customer complaints and acts as liaison for the Agency with the public and public works/safety personnel.
  7. Provides routing/service information and assistance to customers, as needed.
  8. Responds to, investigates, and submits reports on accidents, incidents and claims involving Agency vehicles and personnel.
  9. Reports suspicious activity to Transit Police.
  10. Inspects rail stations, transit stations, bus shelters, and bus stops.
  11. Monitors routes for adverse operating conditions (e.g., construction, road conditions, weather, extraordinary events, accidents, emergency situations) that may cause delays and responds appropriately to maintain or restore scheduled services. Assists in the investigation of service delays and other operational problems. Collects and reviews data and develops recommendations for improving service delivery.
  12. Collaborate with Bus Dispatch personnel, bus operators, to ensure accurate information is provided to address concern and or issues.
  13. Works closely with Bus Operations Managers, Bus Operators, Maintenance Supervisors, Field Supervisors and other staff members in support of the goal to provide safe and reliable transit service.
  14. Follows and support compliance of safety rules, policies and procedures in support of DART¿s safety guidelines, rules, regulations and safety goals.
  15. Coordinates bus bridge services between rail stations as needed and directed by Bus Dispatch. Research complaints filed against operators, as requested by Division Staff. Responds to scenes of bus accidents to assist, investigate, re-route traffic or re-route services.
  16. Performs a variety of administrative duties, including writing and submitting reports relating to incidents, accidents, and service conditions. Identifies existing or future potential issues impacting the efficiency or effectiveness of service delivery of fixed route service and brings issues to appropriate departments for resolution.
  17. Acts as an emergency responder for natural and man-made disasters that involve public mass transit services.
  18. Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Associates degree from an accredited college or university in Business Administration, Public Administration, Human Resources Management, Communications, or other fields applicable to DART Transportation. Minimum of nine (9) credit hours from an accredited college or trade school, in applicable courses (or nine [9] credit hours toward degree program in approved field); experience will substitute for these required credit hours.
  2. Five (5) years of experience in Transportation, with at least one (1) year as a bus operator and a minimum of two (2) years working in positions requiring extensive customer service interactions.
  3. Must have a valid Texas Commercial Drivers License (CDL) Class A or B with Passenger and Air Brakes Endorsements, no DWI/DUI conviction within the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than two (2) convictions of moving violations within the last thirty six (36) consecutive months on driving record in order to operate DART vehicles. Must obtain CDL within ninety (90) days upon hire.
  4. Must pass a Department of Transportation (DOT) physical (medical) examination, which includes a drug screen in order to operate DART revenue and non-revenue vehicles; incumbents are subject to the federal testing regulations of safety sensitive positions, which include random alcohol and drug testing as a condition of continued employment.
  5. Must work in a safe manner/constant degree of alertness.
  6. Knowledgeable in departmental policies, procedures and safety standards for operators and coaches.
  7. Proficiency with personal computer (PC) and software applications to include Transit Works, Trapeze, Transit Master, and Microsoft Office Applications including Word and Excel. Must pass technical test covering various computer software packages.
  8. Basic analytical skill to research information, gather and interpret data when responding to customer concerns and issues.
  9. Interpersonal skills to interact with all levels of supervisory and non-supervisory employees effectively and sensitively, customers both internal and external to DART. And the ability to maintain confidential information.
  10. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  11. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.

WORKING CONDITIONS:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. There is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
