GENERAL SUMMARY:
Persons in this job function as a part of senior management. A Director of Diversity may be assigned to either the Civil Rights, Equal Employment Opportunity/Employee Labor Relations, or Outreach division of the Diversity Department. Movement between divisions is possible. Directors are responsible for complex assignments and may be required to manage a staff of professionals. Depending on the Division to which assigned, expertise as follows is required: 1) in State and Federal Civil Rights laws, regulations, rules, guidance and policy; 2) Employee and labor relations in the context of public employment; 3) alternative dispute resolution; and 4) public engagement and outreach as well as employee outreach. NOTE: The job duties listed are typical examples of the work performed by positions at the Director level in the Diversity and Employee and Labor Relations Department. Not all duties assigned to every position are included, nor will all Directors be assigned every duty at once. Each Director serves under the direction of an Assistant Vice President.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Participates in the establishment of labor strategy, goals, proposals, policies and implementation of the same.
  2. Design, develop and implement effective EEO and Labor related organization-wide training programs.
  3. Assist and participate in meet and confer with union(s) other employee representatives, or employees. Participates in individual grievance negotiations with union and may be delegated settlement authority.
  4. Represent (if necessary), management in arbitrations, fact-findings, mediations, trial boards, grievance settlement negotiations and similar appeals hearings.
  5. Represents DART before the Texas Workforce Commission.
  6. Directs and oversees the activities of personnel engaged in the following functions: D/M/WBE Programs, Title VI, the ADA and Business Outreach. Maintains compliance with all federal requirements.
  7. Manages all aspects of annual and contract specific goal setting process.
  8. Responsible for implementation of business programs.
  9. Briefs the Board and senior management on matters within functional area when necessary.
  10. Provides counsel and advise to management to ensure compliance with civil rights programs.
  11. Reviews, calculates and analyzes statistical data.
  12. Develops, coordinates and administers programs to attract and increase minority and women owned business contracts with DART. Visits the minority community to obtain feedback regarding obstacles in conducting business with DART.
  13. Participates in and helps to organize Diversity related employee programs.
  14. Develops and leads employee training and education programs.
  15. Participates in and helps to establish and implement DART?s Veterans? Program.
  16. Ensures sufficient internal and external communication between responsible procurement officials and the minority community.
  17. Develops and maintains external strategic partnerships and serves as liaison to major chambers representing minorities, women and other groups whose goals include the development of economic opportunity for minorities, women and small business.
  18. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Labor Relations, Industrial Relations, Business Administration, Personnel Management, Human Resources Management, or Public Administration depending on the Division to which originally assigned. Juris Doctorate (JD) from an accredited school of law preferred for EEO and ELR Division.
  2. Ten (ten) years experience in Equal Employment Opportunity/Affirmative Action, or Employee Labor Relations, or Civil Rights, or Outreach depending on the Division to which originally assigned to include five (5) years of experience in managing and directing a professional staff.
  3. Demonstrated in-depth understanding of federal and state laws and regulations regarding equal employment opportunity and affirmative action, Civil Rights, Employee and Labor Relations and/or Outreach.
  4. Brings significant experience and expertise on the measurement, communications, and emerging trends in the required field.
  5. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Receives first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  6. Ability to manage people equitably. Deals effectively with all races, nationalities, cultures, disabilities, ages and both sexes. Supports equal and fair treatment and opportunity for all. An unwavering commitment to civil rights.

REPORTING RELATIONSHIP:
Reports to AVP Human Resources *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
