GENERAL SUMMARY:
Responsible for directing, overseeing, and managing the resources and activities of personnel in the Fleet Engineering Section engaged in bus, light rail, streetcar, and rolling stock engineering and technical support and program management to Dallas Area Rapid Transit's (DART's) within the Engineering Department. Management responsibilities include supervision of salaried employees, and management of operating/capital and contract expenditures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Takes a leadership role and accountability for the overall fleet engineering functions and staff.
  2. Responsible for the development and success of the fleet engineering team,
  3. Takes accountability for resolving conflicts, ensuring all issues are addressed and resolved.
  4. Directs and plans fleet asset replacement project management and supportability implementation.
  5. Directs maintenance and development of fleet asset configuration management systems and processes.
  6. Acts as a resource to and a liaison between fleet engineering division and various DART departments, as well as with external contacts.
  7. Ensures adherence to written procedures for contract management.
  8. Directs administration of projects and contracts to include contract specifications, budget development, etc.
  9. Develops, submits for approval, and monitors section budget and budget(s) related to assigned project(s). Takes actions to correct variances. Participates with budget preparation and periodic reviews.
  10. Interviews, selects, develops, supervises, evaluates, counsels, and if necessary, recommends termination of subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA) programs goals and objectives.
  11. Establishes and monitors fleet asset maintenance standards and design requirements.
  12. Prepares a variety of reports for executive and senior management review such as resource allocation, budget, section activities, status reports, etc.
  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree in Mechanical Engineering, Industrial Safety, Automotive Engineering, Industrial Engineering, Electrical Engineering or related field.
  2. Ten (10) years progressively responsible experience in transportation vehicle and equipment project management and technical support to include a minimum of five (5) years supervising engineering staff engaged in maintenance technical support, project management and configuration management programs.
  3. Strong PC word processing, spreadsheet, project scheduling and presentation software skills. Typical office equipment such as copier, calculator, facsimile, etc.
  4. Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than (1) DWI on driving record, and not more than (3) convictions of moving violations within the last (36) consecutive months on driving record in order to operate DART non-revenue vehicles.
  5. Pass a physical (medical) examination, which includes a drug screen in order to operate DART revenue and non-revenue vehicles.
  6. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

  13. Ability to manage within a budget, forecasting and implementation cost saving measures throughout multiple operating divisions by increasing efficiencies while providing excellent results on performance of the service.

Reports to Sr AVP Engineering *

WORKING CONDITIONS:
Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
