GENERAL SUMMARY:
Responsible for the day-to-day maintenance of the Agencys compensation program. Ensures an internally equitable and externally competitive compensation program that attracts, retains, and motivates employees. Provides consultation regarding best practices that ensures cost effectiveness, legal compliance, and support of Agency goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Administers compensation program to include evaluating and analyzing salary data, establishing pay grades, initiating and responding to compensation surveys, and conducting job evaluations and analysis.
  2. Provides expert advice and presents recommendations to Agency leaders and HC staff on complex compensation matters.
  3. Recommends and administers compensation policies and procedures; negotiates variances and exceptions.
  4. Prepares analysis and makes recommendations to executive management regarding compensation and cost models, merit increase budget proposals, EEO, FLSA, ADA and EPA compliance, incentive plans, etc.
  5. Maintains current knowledge of compensation and related regulations and best practices; benchmarks best practices and uses data to make recommendations.
  6. Manages the Agencys job classification system working with Talent Management staff to ensure consistency.
  7. Reviews and makes recommendations regarding departmental reorganization requests.
  8. Reviews FLSA classifications to ensure positions are accurately categorized.
  9. Analyzes individual positions and recommends grade/classification levels and compensation.
  10. Conducts departmental audits to update job descriptions and verify that jobs are correctly slotted.
  11. Monitors the effectiveness of existing compensation policies, guidelines, and procedures recommending plan revision as well as new plans which are cost effective and consistent with compensation trends and Agency objectives.
  12. Conducts studies of a variety of occupations and job families to include review and update of job descriptions.
  13. Serves as subject matter expert and advises human capital team on routine and complex compensation matters, policies, and procedures.
  14. Partners with HCIS to ensure that the Lawson system meets compensation needs and is updated to reflect changes to salary structures.
  15. Serves as contracting officer and/or liaison between Agency and compensation consultants in strategic, tactical, and transactional projects.
  16. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Human Resources, Economics or related field.
  2. Six (6) years experience in Human Resources to include three (3) years direct compensation experience and one (1) year of project management experience and three (3) years demonstrated knowledge developing and analyzing cost models, statistical data, and other related sources.
  3. PHR certification is preferred.
  4. Certified Compensation Professional (CCP) is required.
  5. Extensive knowledge of modern principles, practices, methods and techniques of compensation administration.
  6. Strong business acumen with an understanding of how human resources strategic partnership drives business results.
  7. Demonstrated expertise in implementing innovative compensation principles including evaluating, assessing, and deploying total compensation and incentive programs.
  8. Proficiency with personal computer and software applications, including Windows, Microsoft Excel, Word, Access, and PowerPoint.
  9. Thorough understanding of employment related legislation.
  10. Ability to demonstrate fiduciary obligation in handling materials and confidential information.
  11. Substantial interpersonal skill to effectively and sensitively communicate with all levels of supervisory and non-supervisory employees, government entities, a culturally diverse community, and others inside and outside of DART.
  12. Ability to manage and lead change associated with evolving compensation practices and policies.
  13. Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.
  14. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.
  15. Ability to be able to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.

Reports to AVP DIVERSITY & LABOR *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
