GENERAL SUMMARY:
Manages resources and activities of personnel & contractors engaged in the maintenance & operation of Passenger Amenities & Administrative Facilities for the Dallas Area Rapid Transit's (DART's) Ways, Structures, and Amenities Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages personnel & contractors engaged in PA/Facility Services Maintenance functions to include administration facilities, rail stations, transit centers, park & ride, tunnel stations and ventilation systems, bus stop amenities, buildings, grounds and equipment.
  2. Interviews, recommends selection of, develops, evaluates, counsels and if necessary recommends termination of subordinate personnel according to established policies, procedures and guidelines to include EEO/AA Program goals and objectives.
  3. Oversees service contracts and procurements for PA/Facility Services; monitors contractor / vendor performance and ensures adherence to contract and DARTs policies and procedures; writes specifications on equipment, tools, service contracts, etc.
  4. Develops/implements and enforces preventive maintenance/safety programs and standard operating procedures; reviews OEM Manuals & submittals to make recommendations; develops procedures for section to monitor efficiency of daily operations.
  5. Ensures facilities, equipment, tools, materials and supplies are maintained properly and are available for use. Authorizes, verifies, and initiates material to be added to stock and maintains requisitions for materials and supplies; analyzes history of equipment & facilities for recommendations on replacement/renovation.
  6. Participates in the development of the sections annual budgets, monitors budgets to identify and explain variances
  7. Ensures appropriate records are maintained according to work performed and completes required forms, reports, and other documentation related to labor and cost estimates, procedures, accidents, inspection and maintenance, employee conduct; reports building, vehicle and equipment defects including vandalism and trespassers.
  8. Reviews plans and drawings for future construction projects, makes recommendations as applicable.
  9. Ensures adherence to the contract document through respective COTR, meets with contractors, COTR and CS to resolve differences; reviews scopes of service for contracts and purchase orders; reviews claims for work items covered under contractors warranty; reviews contract compliance review/audits.
  10. Administers agency space and furniture standards including office and furniture renovations and modular furniture installations and reconfigurations.
  11. Develops and administers policies and programs for DART facilities.
  12. Perform other duties as assigned

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Business Administration, Public Administration, Property Maintenance and Management or related field.
  2. Eight (8) years of progressively responsible experience related to facilities maintenance to include a minimum (5) years supervisory experience in facilities maintenance or related field.
  3. Must have a valid Texas class C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART vehicles.
  4. Demonstrate fiduciary obligation and probity to section, division, department, and DART in handling materials and information of a confidential nature.
  5. Excellent oral and written communication skills to effectively communicate with supervisory and non-supervisory employees, government entities, consultants, vendors, contractors, and a culturally diverse community in one-on-one, small groups and large groups.
  6. Strong team building skills with the ability to motivate others to achieve the strategic vision and goals developed by the division, department and agency.
  7. A strong applicable business acumen, providing analytical and creative skills to find solutions to highly complex interpersonal, professional, technical, and administrative problems resulting in timely and accurate decisions both as an individual and at a team level.
  8. Ability to change direction, handle multiple responsibilities and tasks on a regular basis.
  9. Ability to positively motivate individuals and teams to meet or exceed project expectations.
  10. Provides current, direct, complete, and actionable positive and corrective direction to others.
  11. Proficiency with personal computer (PC), client server, internet/intranet and software applications to include MS Office (Word, Excel, Access).
  12. Operates DART non-revenue vehicles as required.

REPORTING RELATIONSHIP:
Reports to Director PA/Facility Services *

WORKING CONDITIONS:
Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
