GENERAL SUMMARY:
Provides a variety of contract related functions from inception through final close out for Materials Management. Provides assistance for DART materials recovery program; discount sales, return to vendor and auctions. Performs physical inventory.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Assists with contracts from inception through final close-out to include reviewing contracts on a weekly basis, following up on contract request, filing contracts, responding to open inquiries and distributing pertinent information.
  2. Ability to work with Vendors to initiate returns and/or resolution of discrepancy and discount sales.
  3. Performs physical inventory; Cycle Counts as needed.
  4. Maintains records, logs, and database on returns to vendors. Monitors accounts receivable balances on returned items. Researches and resolves old accounts receivable items.
  5. Assists in the transfer of property from other divisions within the agency in preparation for disposal including final disposition.
  6. Prepares and distributes list of surplus, obsolete and retired property to buyers or internally within DART.
  7. Prepares inventory adjustments and information for invoicing.
  8. Enters e-PR?s in workflow and insures all supportive information is listed to build a solicitation.
  9. Communicates directly with Contracts Specialist to document vendor performance issues and answers contract related questions to resolve problems.
  10. Prepares contract status reports. To include a spreadsheet listing PR numbers, contract numbers, amount used, available funds, NTE, average spent per month, projected amount spent, and other pertinent information for each contract.
  11. Coordinates with peers from other departments to plan and resolve issues to ensure effective delivery of (5 star) service to customers inclusive of DART?s Mission, Vision, and Values.
  12. Understands the Agency?s goals and objectives and seeks out information about the underlying needs of the customer, recommending changes in processes or procedures to create alignment in decisions and actions to fully support customer needs.
  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Associates degree from an accredited college or university in Business Administration, Finance or related field.
  2. Three (3) years related materials management or inventory control experience.
  3. Prepares a variety of reports for management review.
  4. Physical ability and stamina to perform physical inventories which includes lifting objects weighing up to 50 pounds such as materials, supplies, and parts, and ability to walk and bend/stoop while performing essential duties.
  5. Operates DART non-revenue vehicle as required and warehouse equipment such as cherry picker, forklift, etc.
  6. Ability to use a personal computer (PC) and software applications to include Spear, Lawson, and Microsoft Office.
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  8. Ability to marshal resources (people, funding, material, support) to get things done. Can orchestrate multiple activities at once to accomplish a goal. Uses resources effectively and efficiently. Arranges information and files in a useful manner.

Reports to Sr Mgr Materials Mgmt & Plan *

WORKING CONDITIONS:
Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
