GENERAL SUMMARY:
Under the general direction of the Director of Board Support, the Board Support Specialist leads and participates in the activities of the Office of Board Support, assisting the Director in the management of the office. Provides specialized administrative and clerical functions to the Director of Board Support and the DART Board of Directors.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Administers and monitors the department budget, including purchasing, allocating resources, and approving expenditures; recommends changes to Director to resolve budgetary problems. Directs and manages contracts, recurring payments, purchase orders and blank purchase orders for the department. Ensures accurate and timely payment of invoices. Prepares various reports for management review.
  2. Assists in developing and maintaining various documents to include Board Rules of Procedures, Policies and Board Bylaws, and Office of Board Support Handbook. Maintains the Office of Board Support Handbook of Responsibilities / Desk Procedures. Maintains the New Board Orientation manual with current Board member information. Leads staff and assists in managing the day-to-day operations of the Office of Board Support, including planning, assigning, directing, and reviewing the work of assigned staff, and making corrections, in the absence of the Director. Assists in the interviewing, selection and training of staff.
  3. Attends Agenda Review, Executive Management Team Meetings (EMT), and other agency meetings, as directed.
  4. Administers oaths to newly appointed Board Members, as needed. Holds and maintains the Agency official seal and affixes the seal to all appropriate documents and authenticates by signature.
  5. Manages confidential Board member personnel files, official documentation and requests for Board members. Coordinates distribution of official documentation (Financial Disclosures, Oaths, Appointments, etc.) between Board members and city officials. Communicates with city officials offices, when necessary, to ensure the Board of Directors are in compliance with city/state policies and guidelines.
  6. Responds to general inquiries and information requests from the Board of Directors, staff, and the general public. Works with agency staff to ensure proper execution of Board directives.
  7. Performs office administrative support duties for the Board of Directors and the Director of Board Support, such as preparing, transcribing, logging, typing, editing and proofing various documents and correspondence.
  8. Provides administrative support including assisting in coordinating efforts of departmental staff ensuring minimal overlap, following up on work, preparing and proofing agendas, agenda planner, and other Board meeting materials, as needed.
  9. Serves as liaison to the public requesting to address the Board according to and in compliance with the Agency public speaking policy.
  10. Maintains calendars of activities, meetings and various events for the Board of Directors, Director of Board Support and Office of Board Support staff. Assists in coordinating activities within the Agency and with the public and other organizations.
  11. Ensures necessary agenda materials, meeting minutes, correspondence, and other documents, relating to the official functions of the Board and its committees, are uploaded to DARTnet and the Board Portal.
  12. Coordinates travel and meeting/seminar arrangements for the Board of Directors and Director of Board Support, including travel advances, expense reports and travel packet preparation, as needed. May perform the duties of the Director of Board Support, in a relief capacity, in the absence of the Director.
  13. Serves as backup to the Trial Board coordinator, who is responsible for coordinating, preparing and processing Trial Board and Administrative Law Judge schedules, hearing dates and documents for each grievance/appeal forwarded to the Office of Board Support.
  14. May serve as Acting Director of Board Support.
  15. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from a college or university in Business Administration, Public Administration or related field.
  2. Five (5) years experience in an executive level C-suite environment to include one(1) year of project management or program management experience and one (1) year of budget analysis experience and one (1) year of creating standard operating procedures.
  3. Types fifty-five (55) words per minute (wpm).
  4. Proficiency using a personal computer (PC) and software applications such as Windows, word processing, spreadsheet, scanning equipment and internet; typical office equipment such as copier, typewriter, calculator, facsimile, etc.
  5. Ability to prioritize multiple work objectives, develop work plans, establish schedules, obtain resources, monitor and finalize projects involving other employees. Anticipates and responds to changing priorities and problems.
  6. Ability to gather and interpret data for analyisis.
  7. Ability to effectively communicate with all levels, both inside and outside of DART.
  8. Ability to use resources effectively and efficiently; arranges information and files in a useful manner.

REPORTING RELATIONSHIP:
Reports to Director Board Support *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
