GENERAL SUMMARY:
Under the general direction of the Vice President, Design and Construction of Dallas Area Rapid Transits (DART) Growth/Regional Development Department. Directs and oversees the activities of personnel engaged in streetcar project development, design and construction functions and systems engineering functions to include vehicles, signals, communication, fare collection, and traction power design activities associated with implementation, operation and maintenance of DARTs rail system.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Establishes and secures approval of goals and policies for streetcar projects and systems engineering with broad latitude for decision-making. Submits recommendations to the VP, Capital Design and Construction, for approval and/or Board of Director action.
  2. Assumes a leadership role in development, implementation, evaluation, and revision of policies, procedures, and standards that affect most, if not all, organizational components within division. Provides input to a variety of departmental policies and procedures.
  3. Administers, reviews, evaluates and coordinates activities of consultants related to assigned project(s).
  4. Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, recommends termination of subordinate personnel according to established policies, procedures, and guidelines. Provides recommendation to the VP, Capital Design and Construction, regarding employment actions associated with subordinate personnel.
  5. Develops, submits for approval, and monitors section budget and schedules and also budget, schedule and scope related to assigned projects. Takes action to correct variances. Participates with budget preparation and periodic reviews.
  6. Prepares a variety of reports for executive and senior management review such as resource allocation, budget, division activities, status reports, etc.
  7. Provides the primary interface between construction contractors and engineering and the DART Growth/Regional Development department.
  8. Manages assigned projects. Oversees, checks work of, and instructs consultants and contractors on assigned projects. Monitors performance of work to ensure compliance with DART Standards. Monitors project cost, schedule and scope status, identifies project risks and recommends changes to ensure compliance with established project objectives and to mitigate risk impacts.
  9. Oversees and participates as required in the negotiation of contract changes and supplemental agreements. Performs technical reviews of projects and prepares technical reports and correspondence.
  10. Makes formal presentations to staff, consultants, government entities, and other related parties, as required to communicate related project performance.
  11. Serves as DARTs point of contact for local government, business, and property owners in coordination with other DART departments, consultants, and external contacts.
  12. Renders decisions on section and staff matters. Supports and communicates decisions to the VP, Capital Design and Construction.
  13. Remains current on new industry trends, methods, and technology.
  14. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Engineering, Architecture or related field.
  2. Twelve (12) years progressively responsible experience in managing engineering and/or construction projects and contracts to include a minimum of six (6) years related supervisory experience overseeing work of consultants. Transit experience is preferred.
  3. Registration as a Professional Engineer (PE) or architect in the State of Texas in order to certify that engineering principals and standards are applied to project management programs.
  4. Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
  5. Pass Department of Transportation (DOT) physical examination, which includes a drug and alcohol screening test.
  6. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  7. High level of analytical ability is required to find solutions to complex interpersonal, technical, financial, legal, and administrative problems.
  8. Substantial interpersonal skill required to effectively communicate with all levels of supervisory and non-supervisory employees, contractors, consultants, government entities, and others both inside and outside of DART.
  9. Ability to be mobile and occasionally, 15% - 25% of work time, lift objects weighing 5-30 pounds such as files, books, computer binders, or small hand tools.
  10. Mental/visual ability required to read complex materials such as technical manuals and engineering blueprints, and concentrate on details when developing employee performance plans, developing and monitoring division budget, or directing and overseeing project engineering activities.
  11. Proficiency with software applications to include word processing, database, spreadsheet and established telecommunications equipment.
  12. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  13. Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.
  14. Ability to settle disputes equitably; can find common ground and get cooperation with minimum noise.

Reports to VP Capital Design & Constr *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
