GENERAL SUMMARY:
Under supervision of Director of System Safety, and general administration of Assistant Vice President of Capital Program Support of the Dallas Area Rapid Transits (DART) Growth/Regional Development (GRD) department. Incumbent directs and manages activities and personnel engaged in the Agencys (DART) System Safety program. The DART System Safety Program elements under this position include Safety and Security Certification, and Systems Integration and Start-up Programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs Systems Safety staff in development and deployment of the Agencys Safety and Security Certification Program (SSCP). Key elements: Safety and Security Certification Plan (SSCP), Safety and Security Management Plans (SSMP), Readiness Drills and Readiness for Operations activities and verifications of certifiable elements to include final Safety and Security Certification.
  2. Directs Systems Safety staff in development and deployment of the Agencys Systems Integration Testing and Start-up program activities. Activities include development of detailed start-up plans for capital projects, supervising System Safety staff in development of systems integration tests and other activities related to integrated testing and start-up. Systems elements include, Traction Power, OCS, Signals, Communications, Fare Collection, PA/VMB, Fire/Life Safety Systems, and other systems related to public transportation.
  3. Directs System Safety staff in development of hazard analysis processes, programs and methodologies as defined in PHA, OHA, FTA, FMEA, FEMCA, MIL-STD-882 and other applicable State, Federal and Agency requirements.
  4. Directs Systems Safety staff in development, implementation, evaluation, and revision of policies, procedures, standards, and publications relative to DART Systems Safety Programs.
  5. Supports Systems Engineering activities associated with DARTs major capital projects. Reviews and approves contractor submittals, programs, and processes relative to Hazard Analysis Program. Assures development, reporting and retention of documents, reports, and logs relative to DART System Safety Programs.
  6. Supports and coordinates with DART capital project teams in planning, management, coordination, and inspection of system safety program issues relative to design, procurement, construction, and security.
  7. Interfaces with Federal (FTA, FRA) and State (Texas), State Safety Oversight (SSO) and Project Management Oversight Consultant (PMOC) representatives and officials.
  8. Co-Chairs the Fire Life Safety Committee (FLSC), Co-Chairs the Start-up Task Force/Rail Activation Committee, and actively participates in authority sponsored safety committees i.e., Bus, Rail, SSCRT, DSC, and RSC in addition to contractor meetings and committees. Prepares agendas and publishes reports/minutes.
  9. Interfaces and coordinates with DART Operations Safety team.
  10. Supports DART Procurement in developing Specifications, Exhibits, Clauses, and associated System elements for contract solicitations.
  11. Coordinates the development and implementation of Operations Plans, and Procedures. Efficiently transfers completed capital projects to the DART Transportation and Maintenance department.
  12. Liaison between GRD department and DART Operations and Maintenance departments during rail related projects and developments.
  13. Develops technical reports, formal presentations, etc.
  14. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Engineering, Industrial Safety, or related field.
  2. Eight (8) years progressively responsible experience to include a minimum of four (4) years managing activities of personnel engaged in systems engineering and systems integration management activities within transit or related field in order to obtain a comprehensive understanding of policies and procedures to be followed.
  3. Rail and/or Bus Transit Safety and Security Program (TSSP) certification.
  4. Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.
  5. Proficiency on PC and knowledgeable of software applications, including proficiency in Microsoft Office applications to include Word and Excel or other related software applications.
  6. Knowledge of budget development/analysis, and operational cost factors.
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
