GENERAL SUMMARY:
Responsible for supervising the programs and activities of Fleet Rail Services personnel involved with light rail vehicle/streetcar maintenance and servicing activities for Dallas Area Rapid Transit's (DART) Fleet Services Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Performs routine supervisory duties related to light rail/streetcar maintenance and servicing activities; provides support on special maintenance projects.
  2. Oversees personnel engaged in repairs, services, renewals, overhauls, inspections, cleaning and preventive maintenance of light rail/streetcar vehicles, systems, and components.
  3. Schedules work for, oversee, and monitor assignments to best utilize workforce to meet light rail/streetcar vehicle pull out requirements and maintain repairable spare parts pool. Verifies daily time worked by the assigned shift personnel.
  4. Monitors and ensures compliance with approved maintenance plans according to DARTs policies and procedures.
  5. Interviews, selects, develops, trains, supervises, evaluates, counsels, and if necessary, recommends termination of subordinate personnel in accordance with established policies, procedures and guidelines to include EEO/AA program goals and objectives.
  6. Recommends and monitors training requirements for vehicle maintenance personnel; assists in integrated testing of LRVs/streetcars and shop equipment.
  7. Monitors vehicle cleaning and shop equipment for condition and operations. Opens work orders and checks recent equipment repair history using SPEAR computer terminal and updates activity performance reports.
  8. Monitors the consumption of materials and supplies.
  9. Ensures appropriate records are maintained according to work performed and completes required forms, reports, and other documentation related to procedures, accidents, and employee conduct; reports building, vehicle and equipment defects including vandalism and trespassers.
  10. Promotes established training, safety practices and procedures and takes precautions to ensure staff follows appropriate procedures.
  11. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Associates Degree from an accredited college or university or accredited technical program in engineering, electrical, electronic technology or related field.
  2. Four (4) years progressive experience in rail-type vehicle maintenance in a technical environment including experience on equipment (e.g., LRT system, coach maintenance, heavy equipment, LRT vehicle, or maintenance support) utilized within DART.
  3. Must obtain and maintain certification in compliance with all state and federal regulations applicable to this position.
  4. Must pass and maintain rail certification education program to operate non-revenue trains on the mainline
  5. Must successfully complete LRV/streetcar vendor training.
  6. Must obtain a valid Texas Commercial Drivers License (CDL) Class A within 90-days of appointment; no DWI/DUI conviction within the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than three (3) convictions of moving violations within the last thirty six (36) consecutive months on driving record in order to operate DART non-revenue vehicles.
  7. Must pass a Department of Transportation (DOT) physical (medical) examination, which includes a drug screen in order to operate DART revenue and non-revenue vehicles; incumbents are subject to the federal testing regulations of safety sensitive positions, which include random alcohol and drug testing as a condition of continued employment.
  8. Analytical skills to gather and interpret data, and find solutions to complex technical problems.
  9. Personal computer (PC); software applications such as Windows, word processing, spreadsheet, database; typical office equipment such as copier, calculator, typewriter, facsimile, etc.
  10. Subject to 24 hour call-in for emergency or unusual conditions; required to work irregular hours and irregular days off.
  11. Physical ability to be mobile and very frequently, more than 50% of work time, lift objects weighing up to fifty (50) pounds such as parts, small hand tools, and equipment repair equipment.
  12. Operate DART vehicles as required.
  13. Ability to comprehend complex materials and concentrate on details.
  14. Ability to find solutions to mechanical and technical problems.
  15. Ability to pick up technical things quickly; can learn new skills and knowledge through E-Learning or class room instruction; is good at learning new industry, company or technical knowledge.
  16. Ability to be able to orally communicate in an effective manner with the public, co-workers, peers and managers to ensure efficient operations; to promote safety; and to respond to emergencies.
  17. Ability to be able to read and comprehend a variety of work related/required technical manuals, safety rules and regulations
  18. Ability to use Fleet service equipment, diagnostic test equipment, machinery, tools, fire, and shop safety devices.
  19. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.

Reports to Mgr Rail Fleet Maintenance *

WORKING CONDITIONS:
Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
