GENERAL SUMMARY:
Responsible for developing and leading planning studies and economic development programs; communicating and updating the development guidelines to support transit-oriented development concepts; communicating DART?s economic development mission to the public and private sector; overseeing the activities of consultants engaged in planning studies and economic development projects; rail and bus (passenger ) facilities planning and development; grant development; and long-range planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Acts as a resource and liaison between DART, member cities, and the private sector in developing transit-oriented initiatives, concepts, station area plans and implementation strategies on assigned projects. Operates DART non-revenue vehicles.
  2. Develops and leads planning studies, economic development initiatives and rail and bus programs, and passenger planning.
  3. Develops revenue generating programs.
  4. Identifies and develops grant proposals and supports the implementation of grant initiatives.
  5. Oversees, checks work of, and instructs consultants on assigned projects. Monitors performance of work to assure compliance with project objectives. Provides interface between planning contractors and DART.
  6. Develops, administers, and finalizes multiple projects with minimal supervision. Identifies and resolves complex problems and opportunities within the development process.
  7. Provides support to major investment studies and system planning efforts. Assures coordination with regional planning efforts.
  8. Prepares a variety of analytical reports, studies, documents, and presentations.
  9. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Planning, Business Administration, Engineering or a related field.
  2. Six (6) years land use and/or transportation planning experience to include site plan review; knowledge of zoning and land development process; and economic development.
  3. Knowledge and experience with coordinating planning activities between various jurisdictions, multiple departments and disciplines, federal transit programs and standard long-range transportation planning practices.
  4. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.
  5. Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Creates a feeling of belonging in the team.

REPORTING RELATIONSHIP:
Reports to Project Mgr II-Facilities *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
