GENERAL SUMMARY:
Manages, develops and assists in the development, implementation and operations of complex transit related mobility projects including Transportation System Management (TSM), Intelligent Transportation Systems (ITS), and Traffic Engineering projects and transit facilities for the Dallas Area Rapid Transits (DART) Mobility Programs Division. Assists and supports in the development and management of engineering and construction contracts for the P&D Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages, develops, assists and supports the development, implementation and operation of complex civil, roadway, traffic and ITS projects.
  2. Supports Senior Managers on special projects as assigned.
  3. Coordinates activities with other DART departments, government entities, consultants and other impacted parties; prepares and/or reviews planning, project definition, criteria, design, scheduling, cost, and scope of services in coordination with other DART departments and government entities.
  4. Assists in the development, implementation, evaluation and revision of policies, procedures and standards for assigned projects.
  5. Oversees, instructs and checks the work of consultants on assigned projects. Monitors performance of work to ensure compliance with contract specifications.
  6. Analyzes projects to determine status, cost-effectiveness, etc. Makes changes or modifications to ensure compliance with established project objectives.
  7. Performs technical review of projects and prepares technical reports and correspondence.
  8. Makes formal presentations to staff, consultants, government entities and other related parties as required to communicate project(s) performance.
  9. Develops, submits for approval, and monitors project and contract budget(s) and takes action to correct variances and participates with periodic budget reviews.
  10. Prepares a variety of reports for management review; remains current on new industry trends, methods, and technology.
  11. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Civil Engineering or a related field.
  2. Five (5) years of progressively responsible experience in civil engineering or related field.
  3. Familiarity in the operation of Auto CAD, Micro Station and GDS Systems.
  4. Personal computer (PC) and established mainframe.
  5. Software applications to include word processing, spreadsheet, and database.
  6. Typical office equipment such as copier, typewriter, calculator, facsimile, etc. Drafting tools such as compass, lead holder, ruler, T-square, etc.
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  8. Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.
  9. Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.
  10. Ability to be able to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.

REPORTING RELATIONSHIP:
Reports to Dir Mobility Capital Projects *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
