GENERAL SUMMARY:
The Product Owner (GoPass) is responsible for managing the roadmap and feature scope for the GoPass MaaS platform, utilized by the riders of DART and other Transit Agencies across North America. This individual is responsible for feature scoping and delivery for the award winning GoPass Mobile Application suite, including the front-end application, back-office tools, and analytics platform. Working in support of the VP & Chief Innovation Officers long -term strategic vision for Mobility as a Service (MaaS), the Product Owner will translate the long-term goals for the Agency into defined and scoped stories for the development team, leveraging customer insights, business analysis expertise and through collaboration with various Agency departments. The Product Owner will act as a development gatekeeper, prioritizing needs based on dependency, readiness for delivery and available scope allocation. The successful candidate for this role will have experience working with C-Level executives, working across multiple businesses, and working in partnership with remotely based vendors.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Hold primary responsibility for creating customer value with MaaS service products.
  2. Lead MaaS products through conception, initiation, development, deployment (pilot and scale), and continued refinement.
  3. Deeply understand target audience(s)/user(s) through ongoing research and study.
  4. Define and communicate product vision and ideas that inspires others to follow with commitment and dedication and prioritize development of product features and requirements, including new requests from inside and outside the team.
  5. Build operational components and prioritize technology features with affiliates and business partners.
  6. Establish a program management approach for overall market rollout of MaaS products.
  7. Communicate and collaborate broadly with DART stakeholders and business partners related to the products.
  8. Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Information Technology, Business Administration, or related field.
  2. Seven (7) years professional experience in corporate or government Agency settings and customer-facing large-scale application product management to include four (4) years experience with JIRA, Trello, Rally or other Agile software project management tools.
  3. Agile methodology and practitioner experience, formal qualifications.
  4. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  5. Proficiency of PC software applications to include Microsoft Office or other related software applications.
  6. Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
  7. Substantial competency in user experience design, product management, and agile development environments; ability to turn complex use cases into intuitive and shippable product experiences.
  8. Proficient with scaling multi-tenant mobile technology.
  9. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  10. Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.
  11. Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.
  12. Ability to be able to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.
  13. Ability to quickly find common ground and solve problems for the good of all. Can represent his/her own interests and yet be fair to other groups. Reports to Director Digital CX Strategy *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
