GENERAL SUMMARY:
Under general supervision responsible for providing professional support and expertise in the areas of Title VI, Title VII, the Americans With Disabilities Act (ADA), D/M/WBE programs, outreach, equal employment opportunity, Diversity, veteran initiatives, Training and Employee and Labor Relations. An Equal Employment Opportunity Specialist may be assigned to either the Civil Rights, Equal Employment Opportunity/Employee Labor Relations, or Outreach division of the Diversity Department. Movement between divisions may be expected.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Establishes goals, monitors contracts and ensures compliance with all D/M/WBE contractual provisions. Ensures that applicable local, state and federal laws that pertain to D/M/WBE, ADA and/or other civil rights programs are adhered to.
  2. Analyzes systems, operations, and scopes of work to determine subcontracting and contracting economic opportunities. Recommends contract specific participation goals for assigned contracts.
  3. Participates in pre-bid, pre-proposal and pre-construction conferences to outline and review requirements and responsibilities of contractors involved in specific projects. Conducts post-contract award briefings.
  4. Monitors actual participation levels throughout contract performance period to include preparation of required status reports, desk audits and the conducting of field inspections/site visits.
  5. Reviews various documents and supplemental agreements in preparing agenda reports and other reports for management review. Establishes and maintains files for assigned contracts.
  6. Tracks and conducts analysis of economic opportunity activities and provides support to Economic Opportunity Outreach program.
  7. Engages in programmatic monitoring activities, which include D/M/WBE programs, Title VI programs, and ADA.
  8. Performs investigations of alleged discrimination, harassment and retaliation charges to ensure compliance with applicable local, state and federal laws that pertain to Title VI, Title VII, ADA and other civil rights regulations, guidance and/or programs. This includes interacting with and advising management staff of findings and counseling employees on confidential EEO issues.
  9. Serves as a Mediator to resolve internal complaints of alleged discrimination, harassment and/or retaliation.
  10. Develops and presents training materials to employees for areas of responsibility.
  11. Conducts required analysis of DARTs Equal Employment Opportunity/affirmative action program.
  12. Serves as liaison to the Human Capital department, providing advice on hiring processes to ensure equal employment opportunities.
  13. Prepares or assists in preparation of various management and federally required reports. Establishes and maintains applicable files. Tracks and conducts analysis on EEO activities.
  14. Assists with the implementation and success of DARTs diversity strategy; and serves as a resource to employee groups.
  15. Represents the Diversity and EEO Department and the agency in organizational and community outreach programs and projects.
  16. Assists with development, implementation and on-going maintenance of Veterans Programs and initiatives.
  17. Provides assistance, advice and/or counsel on employee and labor relations matters.
  18. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Business Administration, Personnel Management, Industrial Relations, or related field required. Masters or graduate degree preferred.
  2. Five (5) years progressively responsible experience in civil rights compliance programs to include a minimum of three (3) years direct Equal Employment Opportunity (EEO) Program compliance experience, five (5) years experience teaching/training adults, & three (3) years experience developing Title VII in-house curriculum and training modules.
  3. High-level analytical and creative skills to find solutions to complex problems and develop training materials.
  4. Proficiency with personal computer (PC) and software applications to include Windows, spreadsheet, word processing and database. Ability to effectively use Excel is a strong plus.
  5. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  6. Ability to be dedicated to upholding civil rights laws, principals of diversity, and policies associated with the same. Establishes and maintains effective relationships with customers and gains their trust and respect.
  7. Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.
  8. Ability to be able to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.
  9. Ability to quickly find common ground and solve problems for the good of all. Can represent his/her own interests and yet be fair to other groups. Can solve problems with peers with a minimum of noise. Is seen as a team player and is cooperative. Easily gains trust and support of peers. Encourages collaboration. Can be candid with peers.
  10. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.

REPORTING RELATIONSHIP:
Reports to AVP Human Resources *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
