GENERAL SUMMARY:
Serves as business manager for the Dallas Area Rapid Transit (DART) Marketing & Communications Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Perform budgeting, financial planning, and accounting activities representing the Marketing department with accountability to Finance.
  2. Review and approve all expenditures of the Marketing department to assure conformity with budget, budget codes and adherence to approved marketing activity
  3. Works with planning, finance and other departments to analyze data and understand key business drivers and insights to affect ridership and revenue opportunities within the scope of marketing.
  4. Develops, organizes, monitors, and analyzes elements of the department operating and project-based budget to anticipate overages, shortages and other opportunities to enable solution-based dialogue with management and finance.
  5. Serves as Board agenda coordinator for department to draft and manage agenda report documents
  6. Works with the Marketing Department on contracts, solicitations, and competitive bids to help finalize contracts, manage costs within the budget and account for revenue-based opportunities.
  7. Align with finance on modifications and changes with any budgeting processes, structure or applications as they may arise
  8. Serves as primary contact with intra and inter departmental personnel as well with external customers to obtain information relevant to invoicing, budgeting and expenditures.
  9. Provides financial technical assistance and training to staff regarding financial record keeping, tracking, and ROI analysis.
  10. Prepares monthly, quarterly, and annual reporting, and align Marketing divisions on reporting such as cost analysis, performance data, financial target analysis, and expenditure and revenue status reports to provide appropriate monitoring for effective decision-making.
  11. Provide oral and written communication with management, auditors, and service providers to obtain or provide information, integrate activities and resolve problems related to budgets and costs.
  12. Functions as team member on various team - Participates in the submission of budget related recommendations, assist in building project-based budgets and provide insight on project ROI?s.
  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Finance or related field.
  2. Four (4) years progressively responsible experience in a financial, accounting, analysis and budgeting, auditing environment or related field.
  3. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  4. High level of analytical ability required finding solutions to complex interpersonal, financial, administrative, professional, and technical problems.
  5. Interpersonal skills required to effectively communicating with staff, all levels of management and non-supervisory employees, vendors, government entities, contractors, and others both inside and outside of DART.
  6. Advanced level of computer skills to manage databases, utilize macros, spreadsheets, etc.
  7. Communicating Orally/Writing. Can understand complicated messages and use questions and paraphrase to clarify. Able to provide complex information that is understandable and grammatically correct. Communicates effectively to groups and with a variety of listeners. Cultivates influential relationships with decision-makers.
  8. Persuading: Able to research, select and present information that emphasizes benefits or outcomes of proposals with moderate cost or risk. Can respond to questions and objections. Uses persuasive arguments and appropriate nonverbal behaviors.
  9. Budgeting: Able to independently develop program and project cost and budget estimates, and to assess the adequacy of existing budgets to design, implement or operate programs and projects. Identifies and tracks key budget indicators to predict cost/budget overruns. Presents budget estimates and summaries to executive management.
  10. Analyzing/Evaluating: Able to analyze moderately complex data sets, to accurately summarize data, and to characterize causal relationships and interrelationships between and among variables. Prepares reports for and makes recommendations to managers based upon results of analyses/evaluations.
  11. Databases/Spreadsheets: Ability to customize forms and reports, using advanced techniques. Able to use macros to automate data entry. Can administer a data base system. Can audit, import external data and create data maps. Serves as resource person within work unit.

REPORTING RELATIONSHIP:
Reports to VP and Chief Marketing Officer*

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
