GENERAL SUMMARY:
The Human Resource (HR) Analyst will collect, compile, and analyze HR data, metrics, and statistics, and apply this data to make recommendations related to recruitment, retention, data reporting, and legal compliance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Collects and compiles HR metrics and data from a variety of sources including the human resource information system (HRIS) and payroll outputs, management and employee surveys, exit interviews, employment records, government labor statistics, competitors¿ practices, Workday, and other sources.
  2. Analyzes data and statistics for trends and patterns with attention to recruitment, hiring practices, motivation, turnover, and compliance with employment laws and regulations.
  3. Prepares reports of data results, presenting and explaining findings to senior leadership.
  4. Identifies and recommends reasonable short- and long-term goals, milestones, and benchmarks for key performance metrics.
  5. Based on metrics and analysis, makes recommendations for policies and activities to improve the organizational culture including suggestions to attract and hire qualified candidates, to motivate and retain employees, to address staffing issues, and to maintain legal and FTA compliance.
  6. May conduct or assist with conducting classification audits to ensure that jobs are properly classified as exempt or nonexempt.
  7. Ensures compliance with data privacy regulations and best practices.
  8. May assist HR leadership with Open Records Request and salary analysis.
  9. May guide and/or assist with performance, benefit, and compensation review and evaluation processes.
  10. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Computer Technology or related field. With Five (5) years progressively responsible experience related areas such as job classification and compensation, recruitment, selection, training, employee benefits, and/or equal opportunity compliance preferred.
  2. Proficiency with personal computer (PC) and software applications to include Workday, Tableau, Windows, word processing and database. Demonstrated knowledge of Lawson or related software, spreadsheets, and Crystal Reports programs. Demonstrated knowledge of excel formulas to include pivot point, vlookup and other validation formulas.
  3. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  4. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  5. Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge.
  6. Ability to be able to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.
  7. Ability to quickly find common ground and solve problems for the good of all. Can represent his/her own interests and yet be fair to other groups. Can solve problems with peers with a minimum of noise. Is seen as a team player and is cooperative. Easily gains trust and support of peers. Encourages collaboration. Can be candid with peers.
  8. Ability to use rigorous logic and methods to solve difficult problems with effective solutions.

REPORTING RELATIONSHIP:
Reports to Compensation Manager *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
