GENERAL SUMMARY:
Directs and oversees activities of personnel engaged in bus operations for Dallas Area Rapid Transit's (DART).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs and oversees activities of bus transportation to ensure effective, efficient, and productive transportation management. Provides direct, day-to-day support of divisions activities.
  2. Establishes goals and programs for transportation, bus maintenance, control center and bus administrative services with broad latitude for decision making.
  3. Interviews, selects, supervises, develops, coaches, evaluates, counsels, and if necessary. When applicable, determine when employee is not meeting the needs of their job requirements, performance goals including disciplinary action and up to termination in accordance with established policies, procedures, and guidelines.
  4. Provide a vision for the future advancement of the department to meet changing mobility needs of transit.
  5. Assumes a leadership role in strategic planning for departments growth, development, employee training and succession.
  6. Ensure programs comply with applicable federal, state, local laws and regulations to support DARTs mission.
  7. Assists with improvement and implementation of key performance indicators. Measure performance against standards to determine effectiveness and necessary changes for progress.
  8. Acts as a resource to and liaison between division and various departments within DART as well as with external organizations.
  9. Promotes established excellence models, safety, training, and quality assurance programs.
  10. Provides leadership, guidance and oversight of the hourly and salaried staff issues and concerns as related to the work environment, training, grievances, EEOC and ADA.
  11. Develops, forecasts and monitors division operating and capital budgets.
  12. Prepares a variety of reports for management review such as resource allocation, division activities, status reports, etc.
  13. Remains current on new industry trends, methods, and technology. Participates in industry association networks, leads and advises local, regional and national panels as an expert.
  14. Success and experience in building and leading a team toward excellence with demonstrated models of operational performance, employee relations and recognition.
  15. Excellent writing, verbal communication and interpersonal skills required to engage employees, customers, community organizations and boards.
  16. Performs other duties as assigned

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Transportation, or related field.
  2. Fourteen (14) years progressively responsible experience in bus fleet transportation, operations management and development of strategic operational initiatives or related field to include a minimum of seven (7) years experience managing a professional and technical staff in a related environment.
  3. Valid Texas Drivers License Class C, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
  4. Knowledge of Labor Management policies and procedures, Federal, State and local laws pertaining to Transportation.
  5. Must have highly developed leadership, organization, and people skills.
  6. Must have strong project management skills, with a demonstrated ability to plan, organize, budget with fiscal integrity for capital and operational projects.
  7. Must have excellent written and verbal communication skills and be comfortable engaging in challenging discussions to resolve issues.
  8. Ability to see ahead clearly; can anticipate future consequences and trends accurately; can create competitive and breakthrough strategies and plans.
  9. Ability to build effective teams; defines success in terms of the whole team.
  10. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  11. Ability to make good decisions based on a mixture of analysis, wisdom, experience and judgment.
  12. Ability to communicate a compelling and inspired vision or sense of core purpose; makes the vision sharable by everyone.

REPORTING RELATIONSHIP:
Reports to EVP & Chief Operating Officer *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
