GENERAL SUMMARY:
The incumbent is responsible for the service delivery of rail transportation for Dallas Area Rapid Transit (DART). The VP will ensure effective, efficient, and reliable service and rail infrastructure support and management.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Direct and oversee the responsibility for Light Rail and Streetcar services, railcar maintenance and replacement. Guide rail operations, fleet maintenance, rail dispatch, rail training, manpower, vehicle reliability, communications, technology, on-time performance, track right authorizations, bridge maintenance, customer complaints, service disruptions, employee engagement, personnel recognitions, overtime, absenteeism reduction strategy, schedules and processes to direct, day-to-day support of division activities .
  2. Establish goals, objectives, key performance indicators, work programs and measurements to ensure that the division activities align and support the achievement of Agency and Departmental goals.
  3. Ensure effective communication within the division and among departments, member cities, municipal jurisdictions, state and federal agencies, DART customers and the community in general.
  4. Interview, select, supervise, develop, evaluate, counsel, and if necessary, terminate subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA).
  5. Recommend and implement procedures and policies for division operations and ensures programs comply with applicable federal, state, local laws and regulations and are compatible with the DART Mission.
  6. Establish high standards of professionalism, performance, and accountability within the operating and maintenance units. Institute key performance indicators across the rail division; ensure adherence to safety protocols, report documentation, after action reviews, certification standards and training.
  7. Provide oversight and support necessary to effectively integrate light rail vehicle and streetcar expansion programs into existing systems.
  8. Promote established training, safety and quality assurance programs; refine programs as necessary to include new technologies incorporated into existing infrastructure or as part of system expansion, including an accident and safety violation reduction strategy.
  9. Work with industry partners on the development of training and apprentice programs for light rail maintenance and railcar vehicles.
  10. Develop and monitor division budget; prepare a variety of reports for management review.
  11. Experience in communicating orally and written to the Executive Management Team and Board of Directors. Demonstrate good communication skills as related to presentations and the delivery of general information, technical data and concepts.
  12. Act as a resource to and liaison between division and various departments within DART as well as with external contacts; represents DART to the public regarding the delivery of rail service.
  13. Direct and oversee the development of major capital projects and special event operating plans.
  14. Provide a vision for the future advancement of the department to meet changing mobility, technical and maintenance needs of transit.
  15. Assume a leadership role in strategic planning for departments growth, development, employee training and succession.
  16. Provide leadership, guidance and oversight of the hourly and salaried staff issues and concerns as related to the work environment, training, grievances, EEOC and ADA.
  17. Participant and industry leader with effective knowledge of transit strategies, technical models, policies, processes and measures.
  18. Perform other related job duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Business Administration, Engineering, Transportation, or related field.
  2. Eight (8) years of progressive responsible experience in transit, rail service delivery, maintenance, infrastructure (ways and structures), operations management to include seven (7) years directing and managing a professional staff involved in rail management and working with labor unions.
  3. Demonstrated ability to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  4. Must obtain and maintain certification in compliance with all state and federal regulations applicable to this position.
  5. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  6. Knowledge of budget development/analysis, and operational cost factors.
  7. Knowledge of general light rail practices and procedures.
  8. Proficiency on PC and knowledgeable of software applications, including proficiency in Trapeze, Lawson, Ripplestone, Tableau, Microsoft Office applications of Word and Excel or other related software applications.
  9. Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
  10. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

  17. Ability to read a situation quickly. Good at focused listening. Can effectively negotiate difficult agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.

REPORTING RELATIONSHIP:
Reports to EVP & Chief Operating Officer *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
