GENERAL SUMMARY:
Directs and manages the daily operations of a Transit Center Services, Bus Operations Dispatch, and Bus Field Operations maintain adherence to Dallas Area Rapid Transit (DART) rules, policies and procedures in support of DARTs goals and objectives, efficiency of on-street activities to enhance customer experience, cost effectiveness, positive management and labor relations, provides oversight of personnel involved in bus operations activities. Identifies problems and recommends service improvements for Dallas Area Rapid Transit's (DART) Bus Operations Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs and oversees the activities of personnel engaged in bus operations Field Supervision, Bus Dispatch and Transit Center Services which includes monitoring and reviewing service performance of DART operated service. This includes all administrative functions, personnel issues, customer complaints, and information systems. Directs Field Supervision, Bus Dispatch and works with other Bus Operations divisions to ensure on-time performance at the Transit Centers and Passenger Transfer Locations.
  2. Ensures that our services are provided within budget by developing and implementing action plans to improve operational efficiencies.
  3. Implements, analyzes and modifies departmental processes and procedures to assure accuracy and efficiency in alignment with department goals and objectives; identifies new technology needs of the department, as well as enhancements to existing technology to support department processes.
  4. Assist in the development of short-, mid-, and long-range strategies to achieve departmental goals. Establishes internal goals which promote customer satisfaction, employee satisfaction, safety, efficiency and training.
  5. Develops, submits for approval, manages and monitors annual department budget Recommends action to correct variances; prepares a variety of reports for management review.
  6. Oversees the implementation of alternative/emergency operating and evacuation plans and coordinates maintenance activities for Transit Centers and Passenger Transfer Locations.
  7. Executes policies and procedures established by senior management; coordinates activities with management, various DART departments and external contacts to ensure quality customer service at Transit Centers and Passenger Transfer Locations.
  8. Communicates and implements safety rules, policies and procedures in support of DARTs safety guidelines, rules, regulations and safety goals; and maintains accountability for safety performance of all assigned employees.
  9. Establishes goals, policies and procedures for accomplishing the departments work programs.
  10. Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, terminates subordinate personnel in accordance with established policies, procedures, and guidelines in accordance with EEO program goals and activities.
  11. Acts as a resource to and liaison between department and various departments within DART, as well as with external contacts.
  12. Engage employees at all levels within the Department in order to develop policies and procedures to improve customer and employee experience.
  13. Promotes established training, safety, and quality assurance programs.
  14. Prepares a variety of complex documents and reports, for Executive Management review.
  15. Perform other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Public Administration, Business Administration, Transportation, or related field.
  2. Five (5) years progressively responsible operations experience, public administration, and/or public transportation (transit) experience; to include supervisory experience in public transportation (transit) or similar environment.
  3. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  4. Knowledge of budget development/analysis, and operational cost factors.
  5. Knowledge of departmental policies and procedures.
  6. Proficiency on PC and knowledgeable of software applications, including proficiency in Trapeze, Lawson, Ripplestone, Tableau, Microsoft Office applications of Word and Excel or other related software applications.
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

  14. Ability to manage within a budget, forecasting and implementation cost saving measures throughout multiple operating departments by increasing efficiencies while providing excellent results on performance of the service.

REPORTING RELATIONSHIP:
Reports to AVP Bus Operations *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
