GENERAL SUMMARY:
Under the general direction of the Manager, performs data analysis and technical support for internal and external reporting to ensure regulatory compliance. Provides analytical support by collecting data from various sources to identify risks and trends to support mitigation. Serves as historian for Agency operations safety analysis and SMS data analysis.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Prepares and analyzes safety data and statistical reports concerning accidents, trends and solutions. Evaluates trends and researches causative factors for safety data.
  2. Assists with the research analysis of data information to support the improvement of safety processes and procedures.
  3. Assist in the development of complex analysis of data related to accidents, incidents and injuries through research of the Agencys various data sources.
  4. Evaluates safety codes and requirements from federal, state and local agencies and initiates necessary changes to DARTs guiding safety documents and agency operating procedures.
  5. Prepares and submits reports, studies, and reviews of accident investigations related to Rail and Bus
  6. safety reporting requirements to the Texas Department of Transportation and other internal and external sources according to regulations; prepares internal and external reports and studies relating to safety.
  7. Provides technical support in the development of annual updates of the Agency SSPP including any findings or recommendations that have been reviewed and accepted by executive management.
  8. Assists in the administration of safety standards as required by statute or as defined in DARTs System Safety Program Plan.
  9. Provides analyses and reports related to bus and rail accident trends.
  10. Interfaces with key regulatory agencies, (FTA and Texas Department of Transportation (State Safety Oversight)) and DART staff. Responsible for input regarding the Agencys safety performance measures and statistical data.
  11. Reviews Hazard IDs to make sure they are being addressed in a timely manner and makes recommendations in preparation for elevation to the DART Safety Committee as necessary.
  12. Remains current on new industry trends, methods and technologies by reading journals and attending seminars and workshops both inside and outside of DART.
  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Safety, Transportation or other related field preferred.
  2. Five (5) years of directly related experience in safety or statistical data analyses as it relates to transit or transportation operations.
  3. Valid Texas Class A, B, or C driver?s license, no Driving While Intoxicated (DWI) convictions within the last sixty (60) consecutive months, not more than one (1) DWI on driving record and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
  4. Proficiency using a personal computer (PC) and software applications to include word-processing, spreadsheets and databases. Knowledge of Spear, Trapeze and RMIS is desired but not required.
  5. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.
  6. Knowledge of bus and/or light rail operating practices such as routing, scheduling, maintenance and operating environment is desirable, but not required.
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  8. Ability to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.
  9. Ability to marshal resources to get things done; uses resources effectively and efficiently; can orchestrate multiple activities at once to accomplish a goal.
  10. Ability to read a situation quickly. Good at focused listening. Can effectively negotiate difficult agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.

REPORTING RELATIONSHIP:
Reports to Safety & Compliance Proj Mgr *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
