GENERAL SUMMARY:
Performs a variety of service planning and development activities to manage and support various transit service planning projects for the Service Planning work group in Dallas Area Rapid Transit's (DART) Planning and Development Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Plans, develops, and coordinates various transit planning projects, and leads development of short-range transit operational studies. Leads comprehensive service reviews for specific areas within the larger DART service area and various other complex service planning tasks.
  2. Prepares and develops project studies and makes technical recommendations regarding various schedule and/or route changes based on market studies, needs, and travel patterns. Interprets technical data. Prepares and makes presentations for management review, including formal presentations on assigned projects to staff, consultants, government entities, and other related parties. Supports Management on special projects as assigned.
  3. Evaluates service performance relative to approved standards and makes recommendations to increase ridership and improve service efficiency. Compiles and updates a prioritized list of possible service additions and reductions in the event that operating resources are increased or reduced, incorporating conventional fixed route and innovative services as part of a comprehensive transportation program.
  4. Receives public input into the Service Planning process at community meetings and public hearings. Meets, as needed, with community groups, business groups, and other interested parties to facilitate Service Plan Development.
  5. Assumes leading role with other staff members in coordinating service implementation. Provides input to Management concerning work programs and methods. May be required to oversee or coordinate work of other Service Planners. Assumes certain responsibilities of Manager of Service Planning in his/her absence and performs other duties incidental to Service Planning. Assists in the development, implementation, evaluation, and revision of policies, procedures, and standards for assigned projects.
  6. Creates and implements detours of long or moderate duration in consultation with other DART staff members, municipal staff members, developers, and construction companies.
  7. Provides input as needed into bus stop placement process,the planning and design of capital facilities by DART staff,contractors and design of changes to the street networks of the DART service area by municipal staff and contractors. Plans/implements service changes accordingly.
  8. Coordinates activities with other DART department, government entities, consultants, and other impacted parties; prepares and/or reviews planning, project definition, criteria, design, scheduling, cost, and scope of services in coordination with other DART departments and government entities.
  9. Other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree from an accredited college or university in Civil Engineering, Urban Planning, Transportation, or related field.
  2. Five (5) years progressively responsible transit service planning and analysis experience of which at least two (2) years are at or above the level of Service Planner III; knowledge of methods and practices involved in transit service planning (ridership estimation, cost estimation, principles of service scheduling.
  3. Must have a valid Drivers License class A, B, or C, and be able to obtain a Texas class A, B, or C within 90 days of employment; no DWI/DUI conviction within the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months on driving record in order to operate DART non-revenue vehicles.nths, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months on driving record in order to operate DART non-revenue vehicles.
  4. Personal computer (PC) and software applications to include word processing, spreadsheet, database, presentation software, statistical analysis programs, geographic information systems, and other related planning software applications.
  5. Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Probes all fruitful sources for answers. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.
  6. Ability to quickly develop technical understanding; good at learning new industry, company or technical knowledge.
  7. Strong team building skills with the ability to motivate others to achieve the strategic vision and goals developed by the division, department and agency.

REPORTING RELATIONSHIP:
Reports to Project Mgr II *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
