GENERAL SUMMARY:
Manages the resources and activities, of personnel engaged in the inspection, maintenance, and repair of light rail transit (LRT) Track and Right-of-Way for Dallas Area Rapid Transit's (DART) Ways, Structures, & Amenities Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages and develops programs, procedures, and standards for Track & Right-of-Way (ROW) section. Interfaces with Engineering to develop specifications for procurement of materials and equipment required to maintain Track & ROW. Interfaces with Engineering to resolve maintenance problems and reviews design plans for build out.
  2. Manages and directs the performance of detailed maintenance, repairs, modifications, etc. to DART Track & ROW.
  3. Interviews, selects, develops, trains, evaluates, counsels, and if necessary, disciplines subordinate personnel according to established policies, procedures, and guidelines.
  4. Enforces safety policies and reviews/analyzes problem areas to determine need for improved procedures.
  5. Develops work schedules, as well as preventative maintenance, repair, upgrade, and equipment installation schedules.
  6. Develops budget estimates for Track & ROW section and manages expenditures within approved budget.
  7. Prepares and files reports on work activities of the Track & ROW section, and on any accidents, incidents, or unusual occurrences.
  8. Authorizes requisitions for materials, parts, and supplies. Monitors usage and coordinates needs with Material Management Division.
  9. Performs various duties to include responding to emergency conditions, coordinating with outside contractors, and assisting with the development and promotion of capital projects.
  10. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Public Administration, Business Administration, or related field.
  2. Eight (8) years progressively responsible experience in the maintenance of rail transit or Class 1 track systems and ROW. Including a minimum of five (5) years supervisory experience in a similar environment.
  3. Strong PC word processing, spreadsheet, and presentation software skills. Ability to use typical office equipment such as copiers, calculators, facsimiles, etc.
  4. Operates mobile and hand-held radio.
  5. Operates DART non-revenue vehicle as required.
  6. Must have a valid Drivers License class C, and be able to obtain a Texas class A, B, or C within 90 days of employment; no DWI/DUI conviction within the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months on driving record in order to operate DART non-revenue vehicles.
  7. Must pass a physical (medical) examination, which includes a drug screen in order to operate DART revenue and non-revenue vehicles.
  8. Strong team building skills with the ability to motivate others to achieve the strategic vision and goals developed by the division, department and agency.
  9. Excellent oral and written communication skills to effectively communicate with supervisory and non-supervisory employees, government entities, consultants, vendors, contractors, and a culturally diverse community in one-on-one, small groups and large groups.
  10. Demonstrate fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential and sensitive nature.
  11. A strong applicable business acumen, providing analytical and creative skills to find solutions to highly complex interpersonal, professional, technical, and administrative problems resulting in timely and accurate decisions both as an individual and at a team level.
  12. Ability to change direction, handle multiple responsibilities and tasks on a regular basis.
  13. Ability to positively motivate individuals and teams to meet or exceed project expectations.
  14. Provides current, direct, complete, and actionable positive and corrective direction to others.

REPORTING RELATIONSHIP:
Reports to Sr Mgr Track & ROW *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
