GENERAL SUMMARY:
Responsible for directing and overseeing the activities of personnel engaged in Light Rail and Streetcar operations for the Dallas Area Rapid Transit's (DART) Rail Operation Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs, oversees and has ultimate responsibility for personnel engaged in Light Rail and Streetcar operations. Directs rail operating processes to ensure division goals and objectives are met. Provides direct, day-to-day support of division activities.
  2. Establishes goals, objectives, work programs and measurements to assure that the division activities align and support the achievement of Agency and Departmental goals.
  3. Ensures effective communication within the division, and with other DART divisions, member cities, state and federal agencies, DARTs customers and the community in general.
  4. Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, terminates subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA) program goals and objectives.
  5. Recommends and implements procedures and policies for division operations and ensures programs comply with applicable federal, state, and local laws and regulations and are compatible with DART?s Mission.
  6. Provides oversight and support necessary to effectively integrate LRT and Streetcar expansion programs into existing systems.
  7. Promotes established training, safety and quality assurance programs. Refines programs as necessary to include new technologies incorporated into existing infrastructure or as part of system expansion.
  8. Develops, submits for approval and monitors division budget; prepares a variety of reports for management review.
  9. Acts as a resource to and liaison between division and various departments within DART as well as with external contacts. Represents DART to public regarding the delivery of DARTs bus and rail service.
  10. Directs and oversees the development of major capital projects and special event operating plans
  11. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Business Administration, Transportation or related field.
  2. Twelve (12) years progressively responsible experience in transit operations management to include a minimum of six (6) years directing and managing a professional staff involved in transit operations and a minimum of two (2) years experience directing and managing staff in the area of rail service delivery.
  3. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  4. Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI conviction on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART vehicles.
  5. Very high level of analytical ability to find solutions to complex interpersonal, legal, technical, financial, and administrative problems.
  6. Substantial interpersonal skill to effectively and sensitively communicate with all levels of supervisory and non-supervisory employees, Board of Directors, contractors, vendors, government entities, the community, and others both inside of DART.
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationship with customers and gains their trust and respect.
  8. Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Crates a feeling of belonging in the team.

  15. Knowledge of and ability to use various software applications such as word processing, spreadsheet, and databases, typical office equipment such as copier, typewriter, calculator, facsimile, and etc..

REPORTING RELATIONSHIP:
Reports to VP Rail Operations *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
