GENERAL SUMMARY:
Performs and supervises technical activities associated with short and mid-range transit service planning and implementation, including developing, implementing, and monitoring the performance of transit routes and services. Supervises the work of professional and technical staff and manages consultant assisted efforts in the development of traditional and innovative transit service delivery in a multi-modal environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Conducts research, performs analyses, and designs and implements new, revised, and modified transit service based on the application of DARTs Service Standards, planning data sets, research findings, planning studies, operational factors, and budgetary considerations.
  2. Develops and maintains the agencys short-range bus system development plan and develops recommendations to improve system performance and increase ridership.
  3. Integrate key planning data resources such as Automatic Passenger Counters (APC) data, demographic data (Census, American Community Survey, etc.), on board surveys, transit operation and scheduling datasets, National Transit Database, ArcGIS geospatial datasets into service planning analysis.
  4. Supervises and provides ongoing mentoring and training of Service Planning staff members to improve their technical capabilities in planning, analysis, and service design. Encourages professional development and facilitates staff development through the performance management process.
  5. Provides quality control and system-level review of service change recommendations from Service Planning staff.
  6. Performs Title VI and social equity analysis of fare and service proposals consistent with FTA guidelines and industry best practices.
  7. Maintains knowledge of multi-modal bus, rail, and paratransit services as well as knowledge of innovative service strategies and develops related programs (particularly in non-fixed route approaches to service, such as microtransit, active transportation modes).
  8. Assists in the development and modification of DARTs Service Standards.
  9. Prepares and delivers presentations of Service Planning projects and coaches Service Planning staff in the preparation and delivery of presentations to community groups, stakeholders, agency staff and management and to the Board of Directors.
  10. Ensures that all planning-related complaints or comments are appropriately handled in a timely manner.
  11. Reviews and coordinates Service Planning staff reviews of public timetables, Rider Alerts, and route and service-related communication and promotional materials.
  12. Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Planning, Geography, Transportation, Statistics, Quantitative Methods, or a related field.
  2. Eight (8) years of progressively responsible service planning and route design experience to include four (4) years experience supervising a professional staff; demonstrated understanding of bus and rail scheduling preferred.
  3. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  4. Proficiency of PC software applications to include Microsoft Office or other related software applications.
  5. Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
  6. Comprehensive knowledge of transportation planning, FTA regulations, and management principles and practices; knowledge and experience using transit fare data, automated passenger count data, and Census data in a planning capacity. experience performing comprehensive operational analysis (COA) of transit services preferred.
  7. Proficiency in quantitative methods, including statistical analysis and survey design; geospatial analysis using ARCGIS, Transcad or similar software; knowledge and experience with transit related Title VI analysis; strong skills in the utilization of various computer software programs such as Word and Excel; experience in the use of Trapeze FX (scheduling) software preferred.
  8. Ability to utilize project management techniques applicable to transit planning projects and working under stringent deadlines.
  9. Ability to establish and maintain effective working relationships with employees, management, and the public, including those from culturally diverse backgrounds, the elderly, persons with disabilities and/or other vulnerable populations.
  10. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

REPORTING RELATIONSHIP:
Reports to Dir Srv Plan Research&Analysis*

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
