GENERAL SUMMARY:
Performs professional accounting duties of high complexity requiring the application of governmental and general accounting theory in maintaining accounting records and producing financial reports. Maintains detailed analytical reports supporting month-end balances for all asset, liability and equity accounts. Performs month-end and year-end close procedures. Prepares quarterly and annual financial reports and performs cost and trend analysis and ensures compliance with generally accepted accounting principles (GAAP) for areas of responsibility. Provides oversight for work performed by junior staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Prepares financial statements and footnotes for DART employees, retirement plans and other post employment benefit (OPEB) plan. Researches, interprets and applies GASB statements and other accounting requirements applicable to these plans and ensures that the plans and financial statements are prepared and issued in accordance with generally accepted accounting principles (GAAP). Ensures that audits of financial statements are completed and the reports are presented to the DART Board and the appropriate state and federal agencies in a timely manner.
  2. Prepares Agency quarterly financial statements including Balance Sheet, Income Statement and Cash Flow Statements for quarterly disclosure updates to the Board, DART Investors and other users of DARTs quarterly financial statements. Prepares monthly, quarterly and annual financial statements for DARTs subsidiary. Reconciles, compiles and evaluates accounting records and prepares audit work papers, supporting schedules and footnotes as needed.
  3. Compiles Agency operational and financial statistical data. Gathers relevant information from internal and external sources, summarizes and presents to management for information and decision-making. Develops and maintains database to house statistical information. Performs ad hoc reporting as required by management. Compiles departmental/sectional operations statistical data. Prepares performance scorecard for General Accounting.
  4. Manages the testing of system upgrades for the General Accounting area which includes Accounts Receivable, Asset Management, Cash Ledger, General Ledger, Activity, Billing, Leasing and interfaces to Materials Management and the Investment Software. Functions as main contact with system support. Documents test results during system upgrades, setups, and conversions by working with the General Accounting staff and Information Technology Department staff.
  5. Performs month-end and year-end accounting close by reviewing and verifying that appropriate data has been captured; prepares accrual journal entries for unpaid invoices; monitors, reviews and analyzes revenue and expense trends, and investigates significant variances; prepares correcting or adjusting entries as required. Ensures timeliness and accuracy of departmental cost information for inclusion in accounting close. Reviews balance sheet and income statements reports, performs analysis and investigates fluctuations before close.
  6. Reviews, reconciles, compiles, and evaluates accounting records and prepares year-end audit work papers and supporting schedules to facilitate the preparation of year-end financial statements. Prepares, monitors, and verifies reports of departmental transactions in compliance with accounting policies, generally accepted accounting principles (GAAP), and other regulatory requirements to ensure that the accounting functions achieve anticipated results.
  7. Provides oversight of work performed by junior staff. Provides back-up support in the absence of the other Senior Accountant or Accounting Supervisor as necessary to perform the essential duties of those positions and accomplish departmental and agency goals and objectives.
  8. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors Degree in Accounting from an accredited college or university.
  2. Knowledge of general accounting theory, principles, and practices including, Generally Accepted Accounting Principles (GAAP), and standards issued by the Governmental Accounting Standards Board (GASB) and the Financial Accounting Standard Board (FASB).
  3. Five (5) to seven (7) years of progressively responsible experience to include fixed asset accounting, financial statement preparation, month-end and year-end closing, and general accounting.
  4. Advanced level of computer skills to manage databases, spreadsheets, etc. Proficient in customizing forms and reports, and using advanced reporting techniques. Able to use various computer applications and software. Can audit and import external data to create ad hoc reports.
  5. Strong written and verbal communication skills to effectively convey complex information and ideas and communicate with all levels, both inside and outside of DART.
  6. Analytical and creative skills to find solutions to complex technical, financial and/or administrative problems.
  7. Knowledge of internal control procedures and ability to improve business processes.

REPORTING RELATIONSHIP:
Reports to Accounting Supervisor *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
