GENERAL SUMMARY:
Under the general direction of the Director of Systems Safety and Certification, manages the Construction Safety Program for Dallas Area Rapid Transits (DART) major construction projects for the Growth/Regional Development Department. Acts as a resource to and liaison between Growth/Regional Development and various departments within DART as well as external contacts.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Manages construction safety requirements based on DARTs Safety Program.
  2. Manages, directs and evaluates activities of assigned professional safety consultants and contractor safety managers.
  3. Evaluates and makes comment on safety-related plans and programs submitted by contractors and consultants.
  4. Reviews bid packages and change requests to ensure construction safety requirements are met.
  5. Develops jobsite compliance with the contractors administration of the Owners Controlled Insurance Program requirements.
  6. Conducts (as required) classroom construction safety education and training for contractor, consultant, municipality, DART staff personnel, etc.
  7. Develops and maintains effective communication channels with staff; local, state and federal governmental agencies; and other public entities with an interest in DART. Chairs DARTs Construction Safety Advisory Committee, including preparation/approval of formal agenda and meeting minutes.
  8. Conducts safety audits to ensure all safety related design requirements have been properly integrated into final construction contract documents. Participates in accident investigations and ensures accidents are reported in accordance with state (TWCC) guidelines. Witnesses construction activities and tests of safety-critical safety inspections.
  9. Participates (as required) in System Safety (integrated Testing & Start-Up) and Systems Safety Certification programs/activities.
  10. Attends safety meetings at construction sites to ensure relevant topics and contractor/subcontractor employee participation.
  11. Creates and publishes the Authoritys construction safety programs and procedures for all capital construction projects.
  12. Administers and monitors contractor and consultant compliance with DARTs Drug Free Workplace Program. Maintains contractor employee test verification documents.
  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in civil engineering, industrial safety, or related field.
  2. Six (6) years experience managing safety programs to include three (3) years managing a professional staff in an engineering environment.
  3. Valid Texas Class C drivers license, no Driving While Intoxicated (DWI) convictions within the last sixty (60) consecutive months, not more than (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) months in order to operate DART non-revenue vehicles.
  4. Proficiency with software applications to include word processing, database, spreadsheet, personal computer, and established telecommunications equipment.
  5. Ability to communicate in the Spanish language is a plus.
  6. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  7. Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.
  8. Ability to settle disputes equitably; can find common ground and get cooperation with minimum noise.

REPORTING RELATIONSHIP:
Reports to Manager Construction Safety *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
