GENERAL SUMMARY:
Provides leadership, staff and contractor supervision and project management for the following functions of the Service Planning, Research and Analysis section of the Service Planning and Development Department: research, survey design and analysis, data analysis, evaluation of existing and planned services, statistical, demographic and geo-spatial analysis, ridership and revenue analysis and projections as well as equity analysis for the Agency.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Directs and supervises the Service Planning, Research and Analysis sections programs including service design and planning, acquisition and creation of datasets, geographic information system (GIS) spatial analysis of transit system data including automatic passenger count (APC) data, fare data, aerial photography data, geo-referenced survey results, and demographic data. Provide direction and instruction for GIS database development and programming scripts as needed for the Planning Group and ensures that the Section?s needs for GIS products including maps, software and data storage programs data are met.
  2. Responsible for design, planning and evaluation of existing transit services and comparative analysis of proposed service plans including fixed route, rail and paratransit services. Develops service standards and Title VI compliance procedures.
  3. Responsible for Title VI and social equity analysis of fare and service proposals consistent with FTA guidelines and industry best practices.
  4. Designs and implements the Agencys passenger count sampling procedures for APC and non-APC (GFI farebox) count programs for light rail and fixed route transit consistent with FTA guidelines for NTD data reporting and industry best practices. Manages annual APC validation surveys ensuring accurate passenger counts, and NTD compliance. Prepares route level and system level ridership projections for existing and proposed services based upon best industry practices.
  5. Designs, manages, and analyzes statistically valid surveys relating to transit information, including customer satisfaction, origin-destination patterns, trip purpose, and demographic categories.
  6. Directs, supervises, mentors, coaches, and instructs professional service planning, geo-spatial analysis, research and service evaluation staffs and consultant staff on best practices for service design, data analysis, geographic information systems utilization, ridership projection techniques, and survey design and analysis.
  7. Manages requirements, budgets and directs Agency contracts for on board surveys, passenger counts, and license plate analysis on a regular basis.
  8. Prepares and monitors annual section budgets and takes action to correct variances and participates with periodic budget reviews. Provides technical assistance to the Assistant Vice President of Service Planning and Development in preparing annual ridership targets for budgets.
  9. Prepares a variety of reports, statistical analysis and presentations for management review. Reviews and provides feedback on reports, memos, analysis and presentations prepared by others.
  10. Makes effective and persuasive presentations to management, Board of Directors, the public as required to communicate planning, ridership trends, and research or service performance information.
  11. Interviews, selects, supervises, develops, motivates, evaluates, counsels, disciplines, and if necessary, terminates subordinate personnel in accordance with established policies, procedures and guidelines. Monitors performance of staff members to ensure compliance with work programs and budgets.
  12. Remains abreast of leading industry trends, methods, research, software, and technology.
  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  1. Bachelors degree from an accredited college or university in Urban or Regional Planning, Transportation Planning/Engineering, Public Administration, Geography, Statistics, or Geographic Information Systems, or a related field.
  2. Ten (10) years of progressively responsible experience transit planning, demand modeling, transit research, or geospatial analysis, to include at least five (5) years experience using geographic information software for a transit system, transportation agency, consulting firm, university or transportation related research institution and five (5) years of experience supervising technical staff.
  3. Must be proficient in quantitative and qualitative analysis techniques including demonstrated experience with statistical software systems and datasets like SPSS, SAS, and Excel.
  4. Must be skilled user of geographic information system software packages such as ARCGIS, ARCInfo or Transcad.
  5. Understanding and experience using GFI Farebox Data, Trapeze FX scheduling data, Trapeze TransitMaster data, or Trapeze Plan data, and APC data preferred.
  6. Personal computer (PC) and software applications to include word processing, spreadsheet, database, statistics software and presentation software.
  7. Ability to demonstrate a fiduciary obligation to section, department and DART in handling materials and information of a confidential and sensitive nature.
  8. Substantial interpersonal communication skills (written and verbal) to effectively communicate with all levels of supervisory, non-supervisory employees, governmental entities and a culturally diverse community both internal and external to DART.
  9. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Reports to AVP Service Planning & Dev *

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
